Component Word : vishokaa vaa jyotiShmatii.
Sutra in English : vishokaa vaa jyotiShmatii.36.
Meaning in English : (vaa) Or (vishokaa) the sorrow-less, satisfactory, impression-less state, and (jyotiShmatii) bright = knowledge full state, causes the steadiness of Mind.
Swami Dyanand Saraswati Gloss : It is to be seen that the mind is to be concentrated in the heart. By this, the mind becomes pure and shining with knowledge. As the space (= ether = sky) is subtle and omnipresent, so, is the mind of Yogi. So, with the continuous stay of mind in the heart which is vast, the modifications of the mind are as of the pure light of the sun, moon, planet, and jewels, i.e., the modifications become pure as above, and in the same way, the mind of the Yogi becomes pure in the state of trance.
And egoistic state i.e., "This is my conscious form" when this knowledge appears in the mind, then the mind becomes a wave-less wide ocean and is present everywhere. And my conscious form is like calm, disturbance-less, infinite i.e., which has no limits, and this is the Soul. So, the satisfactory state of mind is called satisfactory activity = lucidity of mind. This is also, called a pure egoistic state of mind; this is also, called a knowledge-full state of mind. The mind of Yogi takes the form of the moon, sun, etc. (From the Hugli Debate)

Meaning In English : (pravrittiH utpannaa manasaH sthiti-nibandhanii iti anuvarttate) "On appearing as higher activity, comes the steadiness of mind." it comes from the last aphorism. (dhaarayataH) While concentrating (hridaya-puNdariike) upon the lotus of the heart (yaa buddhi-samvit) the intellect which is perceived to the Yogi, that (buddhi-sattvam) intellect is (hi) certainly (bhaasvaram) shinning in pure knowledge and (aakaasha-kalpam) like the open sky = space. (sthiti-vaishaaradyaat) By continuous stay and proficiency (tatra) there, i.e. in the above state of mind, (pravrittiH) the higher activity of pure = true realization (vikalpate) appears (surya-indu-graha-maNi-prabhaa-ruupaakaareNa) like the pure light of the sun, moon, planet, and precious stones.
(tathaa) Similarly (chittam) the mind (samaapannam) concentrating (asmitaayaam) upon the notion of "asmitaa" = "I am" = that is the conscious form of soul, it (bhavati) becomes (nistara~Ngam mahodadhi-kalpam) like a waveless ocean, (shaantam) calm, (anantam) infinite, (asmitaa-maatram) pure egoism i.e., only realizing the conscious form of soul.
(yatra idam uktam) The following has been said in this connection — (anuvidya) Knowing (tam) that (aatmaanam) the conscious form of Soul (aNumaatram) which is most subtle even as compared to an atom, (taavat samprajaaniita iti) then his consciousness manifests (asmi iti evam) as "(I) am" only.
(eShaa dvayii) This is a two-fold (vishokaa) sorrow-less state of higher activity — first (viShayavatii) is the higher satisfactory activity of mind, (cha) and, the second is (asmitaa-maatraa pravrittiH) purely egoistic modification, which is also, (uchyate) called as (jyotiShmati iti) lucid = knowledge full state of mind. (yayaa) By this (yoginaH) the Yogi's (chittam) mind (labhate) reaches (sthiti-padam iti) the state of steadiness.
Vedic Commentary in English : While prescribing another important means to achieve the steadiness of mind Seer Patanjali said that the sorrow-less, impression-less, and knowledge-full state of mind causes the steadiness of mind.
Seer Patanjali said in aphorism 3.49, the yogi becomes the lord of all the existing substances and has the real knowledge of all the objects on the basis of his cognizance of the distinction between the mind and Soul. While writing a commentary on this aphorism Seer Vyaasa had said the power of 'having the real knowledge of all the objects as the attainment of "sorrow-less state of mind", by which Yogi knows everything about all the material objects of 'Qualities' i.e., have the discriminative knowledge. It means that Yogi has discriminative knowledge of all the forms, of all the 'Qualities' existing with the past, present, or future properties. Explanation of this aphorism is to be understood with context to this state of mind.
By concentrating upon the lotus of the heart, the devotee cognizes the intellect. What is the form of that intellect? That intellect is knowledge-full and like the open sky, i.e., the mind of a yogi which is pure is able to cognize the subtle objects and is large, as the sky. For the purity of this intellect, Seer Vyaasa had given an example of the pure light of the sun, etc. As the light of the sun destroys the darkness in the world and one is able to see all the objects clearly, so, this intellect also destroys the darkness of false knowledge and is helpful to cognize the subtle and subtlest objects. This is known as a knowledge-full state of mind. In the context of the Soul, the light is known as knowledge. Soul, being the form of knowledge, an inclination in his form is meant by this knowledge-full activity of the mind. Swami Dayanand clearly said this in his commentary.
In the same way, on being concentrated in the notion of "I am" = in the form of the Soul, when there is knowledge of the experience of the form of the Soul in the mind, then it becomes a wave-less ocean which is extremely calm and infinite i.e., experiencing the existence of Soul everywhere. (The mind being the product of 'Qualities' cannot be infinite.) In this regard, there is a testimony from Chhandogya-upaniShada - 'mano brahmetyupaasiit-iti-adhyaatm' (3.18.1) i.e., in the spiritual contemplation mind is said as a god, which means that the mind is superior to all the organs and moves towards all the modifications, hence is the knower of all modifications. So, the properties of the mind are to be adopted. In the same context with regard to materialistic objects, it has been further said in Chhaandogya upaniShada as - 'atha-adhi-daivatamaakaasho brahm-iti-ubhayam-aadiShTam' which means the sky is superior to all the gross objects and is biggest and omnipresent i.e., pervades all the visible and invisible objects. So, considering the above meaning mind is said as omnipresent like the sky.
With the practice of experience of such intellect, all the sorrows, and residual potencies, of the yogi, cease to exist. So, this modification is called a sorrowless state of mind. In this regard, Seer Vyaasa had quoted a statement of Seer Panchshikhaachaarya - which means 'By knowing that the conscious form of soul which is most subtle even as compared to an atom, then by cognizes his consciousness as his existence in the form of "am" only'. It is important to note that in the above statement word "I" is not used before the verb denoting existence - "am". It means that in this state the Yogi has cognized the 'Egoism' object and understood its inferiority in comparison to the consciousness of the Soul. Here the experience of his existence is accepted through the mind. This is the state of Egoism Cognitive Trance, where the Soul is cognized through the mind.
By the experience and cognizance of the conscious object Soul, all types of sorrows cease to exist. Seer Vyaasa had written in his commentary on aphorism 1.47 -
"praGYaa-praasaadam-aaruhya ashuuchyaH shochato janaan. bhuumiShThaaniva shailasthaH sarvaan-praaGYo.anupashyati".
which means - 'Having reached the stage of mental luminosity, the Yogi is free from sorrows; and looks upon the people in the state of sorrow as one upon a height looks down upon all those in the plain'. If this state is achieved by the cognizance of all the subtle objects made of Matter in Ultra-meditative Cognitive Trance, then it is natural to become sorrowless by the cognizance and experience of the Soul. In the same way - "tatra ko mohaH kaH shoka.aekatvamanupashyataH" (Yajurveda 40.7) while writing on this hymn Swami Dayanand wrote - the devotee seeing all the living beings like himself i.e., seeing the existence of Soul in all living beings, becomes devoid of sorrow and illusion. So, the yogi really becomes sorrowless by cognizance of the Soul.
So, on the basis of a sorrow-less state of mind, yogi achieves steadiness of mind. This sorrow-less state of mind is called pure egoistic modification of mind and the same is also, known as lucid = knowledge full state of mind. The steadiness of mind achieved by the above state of mind is not an ultimate target for the Yogi.
