Meaning in English : With the adoption of Supreme Desirelessness (nirodhe) by suppressing (tasya-api) that trance-cognition and its potencies too, (sarva-nirodhaat) resulting in suppression of all the modifications of the mind, (nirbiijaH samaadhiH) seedless trance is achieved.

Meaning In English : (saH) This seedless trance, (virodhii) opposes (na) not (kevalam) only (samaadhi-praj~naa) trance-cognition, but (api) also, (pratibandhii bhavati) suppresses the (sa.nskaaraaNaam) potencies (praj~naa-kritaanaam) created by that cognition. (kasmaat) Why? Since (nirodhajaH sa.nskaaraH) the potency of a habit of suppression, (baadhate) removes = checks the (samaadhijaan sa.nskaaraan iti) potencies created by the trance-cognition.
Here comes the question - Does the habit of suppression also, create potencies = impressions? (astitvam) The existence of (nirodha-chitta-krita-sa.nskaaraaH) potencies generated by the restrained mind (anumeyam) is to be inferred (nirodha-sthiti-kaala-krama-anubhavena) by the mental experience of the succession in the time of the restrained state of mind.
(chittam) The mind (praviliiyate) disappears (svasyaam) into its own (avasthitaayaam prakritau) cause which is existent Matter, (saha) along with (kaivalya-bhaagiiyaiH sa.nskaaraiH) the potencies leading to salvation = absolute freedom generated by (vyutthaana-nirodha-samaadhi-prabhavaiH) seedless trance which suppresses the potencies generated by the trance-cognition i.e., all the outgoing potencies. (tasmaat) So, (te sa.nskaaraH) these potencies of restrained state (chittasya) of mind (adhikaara-virodhinaH) oppose the authority of mind i.e., its authority to make available the fruits to Soul, and (na bhavanti) does not become (sthiti-hetavaH iti) the cause of further existence of mind, (yasmaat) since (avasitaadhikaaram chittam) the mind, which has fulfilled its purpose of fruition and salvation, (nivarttate) cease to exist (saha) along with (kaivalyabhaagiiyaiH sa.nskaaraiH) the potencies leading to salvation. (tasmin nivritte) On cessation = disappearance of mind (puruShaH) the Soul (svaruupa-pratiShThaH) remains in its own, (ataH) and at that time, (iti uchyate) it is said as (shuddhaH kevalaH muktaH iti) pure, absolutely free and released from the bonds of Matter.
Vedic Commentary in English : (Note: In order the understand the explanation to this aphorism, you must read the explanations of aphorisms 1.16 and 1.18 again before proceeding.)
In the cognitive trance, the devotee makes the base of gross, subtle objects and material cause Matter for concentration in the mind and cognizes the true form of these objects and by knowing their unanimity, changeability, and cause of life cycle, becomes desireless towards these material objects, and then makes the Soul as the base of concentration in mind. In the last stage of Cognitive Trance i.e., Egoism Cognitive Trance, he cognizes himself = Soul with the help of the mind. In this stage, by knowing the conscious form of himself, he considers all the products of Matter and the Matter itself as avoidable. He impedes all the outgoing residual potencies by the potencies of trance cognition. But this is not the ultimate target for the Yogi, since the authority of mind i.e., providing the fruits of action has not ended till now. Though trance-cognition which is pure, illuminating, and specific, is superior, yet it does not oppose the functioning of Qualities performed through the mind. In this state when the Soul considers this trance-cognition, which is the result of Illumination Quality, as inferior and hence avoidable, then he becomes desireless towards the trance-cognition and starts restraining this. (Refer - chittishaktiH-apariNaamini-apratisa.nkramaa darshitaviShayaa shuddhaa chaanantaa cha sattvaguNatmikaa cheyamato vipariitaa vivekakhytiH iti. ataH tasyaam viraktam chittam taamapi khyaatim niruNaddhi. Vyaasa on 1.2). In this state by the practice of cognizance of Soul, he even becomes desireless towards Illumination, Activity, and Inertia Qualities. By the practice of this Supreme Desirelessness, he attains the Ultra-cognitive Trance.
Seer Patanjali says by the suppression of trance-cognition and its potencies, and resulting in the suppression of all the modifications of the mind, the yogi attains the Ultra-cognitive Trance. Here the restraint of "all" is meant for restraint of all modifications of mind; not only on restraint of all modifications but also, on restraint of all the residual potencies accumulated during the period of cognitive trance, Ultra-cognitive Trance is achieved. Cognitive Trance is said as seeded and with base (= saalambana); Ultra-cognitive Trance is seedless and without base (= niraalambana). While explaining the 'seeded' it is said in aphorism 1.46 as — "taaH chatasraH samaapattayo bahiH-vastubiijaa iti samaadhiH-api sabiijaH" i.e., all the four Distinct, Indistinct, Meditative and Ultra-meditative Cognitive Trances have external objects as the base of concentration, so, the trances are also, called as seeded. In the Beatitude Cognitive Trance and Egoism Cognitive Trances, bliss and Soul becomes the base of concentration in the mind. The concentration on all these bases is performed in the mind only. So, in all the cognitive trances, the cognizance of all objects = subjects are done through the mind, so, these all cognitive trances are called with base (= saalambana). On the other hand, seedless trance means that in the Ultra-cognitive Trance, no external object becomes the base of concentration, only and only Soul and GOD are the targeted objects; and also, trance is without a base of mind (= niraalambana), since these objects do not become target through the mind, as was in the case of cognitive trance. In fact, cognizance of GOD is not possible through the inanimate object = product of Matter i.e., mind. The Seer of upaniShada declared very clearly — "na tatra chakshuH-gachchhati na vaag gachchhati no mano ...." (Kena UpaniShada 1.3); and "naiva vaachaa na manasaa praaptum shakyo na chakshuShaa ..." (Katha UpaniShada 6.12). Secondly, GOD being present in the Soul, due to omnipresence, is his (= Soul's) most internal and conscious companion, and HE is his ultimate target also. In this stage, the Soul gets the cognizance of self along with the cognizance of GOD (Ref aphorism 1.29 - tataH pratyak-chetanaadhigamaH api...). And he exists in the conscious form of the GOD through his conscious form (as per - chiti tanmaatreNa tadaatmakatvaadi-iti-auDulomiH. Vedanta Philosophy 4.4.6). To achieve this stage, the performance of Supreme Desirelessness is a must.
Ultra-cognitive Trance takes place in the restrained state of mind. While explaining the restraint modification of the mind, Seer Patanjali wrote in aphorism 3.9 - "vyutthaana-nirodha-sa.nskaarayoH abhibhava-praadurbhaavau nirodha-kShaNa-chitta-anvayo nirodha-pariNaamaH" means on the disappearance of the out-going = worldly potencies and appearance of suppression potencies, the conjunction of mind, in the state of suppressive moments, with these potencies is called the restraint modification (= Suppression Result). So, the mind becomes restrained on the disappearance of worldly modifications and continuation of potencies of restraint and becomes the cause for the achievement of Ultra-cognitive Trance. In such a restrained mind, due to the effect of these restrained potencies, the undisturbed and calm flow of mind is achieved ( Ref aphorism 3.10 - "tasya prashaanta-vaahitaa sa.nskaaraat").
In the Ultra-cognitive Trance, due to the excellence of Supreme Desirelessness, trance-cognition and its potencies of cognitive trance are also, restrained. This stage of mind is called a restrained stage, and the potencies of the restrained stage i.e., generated in this trance are capable of restraining the potencies generated in the cognitive trance. Since in this period, continuous and sustained performance of Supreme Desirelessness, the yogi has no desire towards the Qualities; and Soul and GOD only remain as desired = useful objects. On the other hand, trance-cognition and its potencies have the effects and linkage of Qualities of Matter.
Here the question is raised - "Are there any potencies generated in this restrained state of mind = in the Ultra-cognitive Trance?" While replying to this question Seer Vyaasa said that due to the experience of succession in the time of the restrained state of mind, the existence of potencies of the restrained mind is inferred. Hence suppression potencies in that period do get generated, but potencies generated on account of the experience of the succession in the time could not be explained in the words, hence Seer Vyaasa had said these are to be inferred.
As compared to Cognitive Trance, the disturbed, stupefied, and distracted states of mind are out-going states; but for Ultra-cognitive Trance, Cognitive Trance is also, the out-going state of mind. The potencies of this seedless trance suppress the potencies generated till the Cognitive Trance, and these suppression potencies lead to salvation. With these restrained potencies, the mind disappears into its own cause i.e., Matter. For this reason, the potencies of a restrained state of mind oppose the authority of the mind. The authority of the mind is to provide experience and salvation to the Soul. Since the mind is the product of Matter, it continues the authority of Qualities i.e., it keeps the life-cycle moving continuously for the Soul. So, the authority of the mind ceases by these restrained potencies i.e., the mind does not perform the function of Qualities of Illumination, Activity, and Inertia; does not provide experience = does not keep moving the life-death-life-cycle; hence these potencies are not the cause of the existence of mind. In this way, such a mind having performed its functions, ceases to exist along with the potencies leading to salvation.
On cessation of mind, the Soul exists in his own form; he does not have any contact with the Matter, and becomes absolutely free i.e., after the present life state he achieves salvation in the system of GOD. In this state the Soul while existing in his own form, exists in the conscious form of GOD who is present in him (as per - chiti tanmaatreNa tadaatmakatvaadi-iti-auDulomiH. Vedanta Philosophy 4.4.6). The all-pervading GOD is always nearest to the Soul in terms of time and space. Hence in this state Soul exists in the conscious form of GOD with knowledge. It was a lack of knowledge only, in order to know his existence in the Supreme Lord GOD. His such existence in GOD is his salvation.
In order to achieve salvation, one must understand the important procedure of Cognitive and Ultra-cognitive trances. Seer Patanjali had described GOD in aphorism 1.25 as a distinct supreme conscious Soul who is untouched by afflictions, actions, its fruits, and their impressions = potencies. Other Souls remain in contact with these during the bondage; only on cessation of contact with these, they achieve salvation. So, Seer Patanjali had given the procedure for removal of these in this philosophy of Yoga. On achieving the Cloud-of-Virtue trance, the afflictions and acts (virtuous, vicious, and mixed up) cease (tataH klesha-karma-nivrittiH - Yoga 4.30). The Cloud-of-Virtue trance is the highest stage of Cognitive Trance (tadeva rajoleshamalaapetam svaruupa-pratiShTham sattva-puruShaanyataa-khyaatimaatram dharmamegha-dhyaanopagam bhavati. tatparam prasa.nkhyanam-iti-aachakShate dhyaayinaH. Vyaasa on 1.2), In this state, the actions of Yogi become devoid of virtue and vice i.e., these are neither virtuous nor vicious (karma-ashukla-akriShNam yoginaH trividham itareShaam. Yoga 4.7). But up to this state, the residual potencies still exist in the mind, hence the functioning of the mind has not ended and a state of bondage exists for the Soul. After this stage, on knowing the superiority of the conscious Soul, by restraining the above state i.e., the Cloud-of-Virtue trance, Yogi with the performance of Ultra-cognitive Trance becomes able to restrain the trance-cognition of cognitive trance and its potencies and thereby suppress these potencies (Ref - chittishaktiH-apariNaamini-apratisa.nkramaa darshitaviShayaa shuddhaa chaanantaa cha sattvaguNatmikaa cheyamato vipariitaa vivekakhytiH iti. ataH tasyaam viraktam chittam taamapi khyaatim niruNaddhi. Vyaasa on 1.2).
At this stage, the functioning of the mind is completed. By the potencies of a restrained state, the authority of the mind ends, and these potencies do not become the cause of the existence of the mind. So, this present life-state becomes the last life for the Soul, and after moving away from this body (= on death) Soul achieves salvation = absolute freedom.
