In English:
Meaning in English : (cha) And (tat) that knowledge of other's mind is (na) not (saalambanam) along with its object, since (tasya) that object of modification = knowledge in the other's mind (aviShayii-bhuutatvaat) is not the subject of Sanyama for this Yogi.
Ancient Seer Commentary in English : rakta.m pratyaya.m jaanaatyamuShminnaalambane raktamiti na jaanaati. parapratyayasya yadaalambana.m tadyogichittena naabalambaniikRRita.m. parapratyayamaatra.m tu yogichittasyaalambaniibhuutamiti.
Ancient seer Meaning in English : Yogi (jaanaati) gets (raktam pratyayam) the knowledge of attachment of the other's mind, but (na jaanaati) does not know (amuShmin aalambane) to which object that mind (raktam iti) is attached. Since (aalambanam) the object, (yat) which was (para-pratyayasya) base for the modification of other man's mind, (tat) that (na) had not (aalambanii-kritam) become the object of Sanyama (yogi-chittena) for the mind of yogi. (para-pratyayamaatram tu) It is only the knowledge = modification of other's mind (aalambanii-bhuutam) that becomes the object of (yogi-chittasya iti) Sanyama of Yogi's mind.
Vedic Commentary in English : Yogi obtains the knowledge of another person's mind by having Sanyama over the modifications of the mind; that knowledge is not along with the object of the modifications. It means that the yogi is not able to know the object of attachment of another person's mind - i.e., it has attachment towards wife/husband, another woman/man, son, wealth, property, animal, etc.; as the object of attachment of that person's mind does not become the base of Sanyama for the yogi. Yogi is able to perform Sanyama, only on the modifications of other person's mind, since there is no possibility to make “the object of modifications”, the subject of such Sanyama, so, he is not able to have such knowledge. If the yogi has knowledge of the objects of Sanyama from some other source, then he can know such objects to a particular extent, but this is not possible in all cases.
It is to be understood here that, when a yogi is not able to make the “objects of present modifications of other person's mind”, as the base for his Sanyama, then in such a situation how is it possible to accept that he can perform Sanyama on the residual potencies of previous lives accumulated in other person's mind, that too along with their place, time and operative cause? so, in the commentary to aphorism 3.18, as other commentators, on the basis of Vyaasa commentary, had said that yogi is able to obtain the knowledge of previous lives of other persons by performing Sanyama on their residual potencies, this conception is to be treated as totally against the principles.
