Preface to Sutra in English : yastu pratyakchetanasya svabuddhisa.myogaH —
Meaning in English : (yaH tu sa.nyogaH) The conjunction which takes place, (pratyak chetanasya) of the Soul (svabuddhi) with its own mind —
Sutra in English : tasya heturavidyaa.24.
Meaning in English : (hetuH) The effective cause (tasya) of that conjunction (avidyaa) is Nescience.
Vyaasa Commentary in English : viparyayaj~naanavaasanetyarthaH. viparyayaj~naanavaasanaavaasitaa cha na kaaryaniShThaam puruShakhyaatim buddhiH praapnoti saadhikaaraa punaraavarttate. saa tu puruShakhyaatiparyavasaanaa kaaryaniShThaam praapnoti. charitaadhikaaraa nivRRittaadarshanaa bandhakaaraNa-abhaavaanna punaraavarttate.

Meaning In English : (viparyaya-j~naana-vaasanaa) The potency of unreal cognition (iti arthaH) is the Nescience. (cha) And (buddhiH) the mind, (viparyaya-j~naana-vaasanaa-vaasitaa) which possess the potency of unreal cognition, (na) does not (praapnoti) reach (kaarya-niShThaam) the culmination of its work i.e., (puruSha-khyaatim) attaining the discriminative knowledge of Soul and GOD, which is the end of its work; thus (saadhikaaraaH) still have the duty to perform, on account of the possession of potencies of unreal cognition, it (punaH aavarttate) remains conjoined with the Soul and keep him involved in the life-cycle. And (saa tu) when it (praapnoti) reaches (kaarya-niShThaam) the culmination of its work (puruSha-khyaati-parya-vasaanaa) which is the attainment of the discriminative knowledge of the Soul, then (charita-adhikaaraa) its work is achieved, and (nivrittaadarshanaa) Nescience is removed and thereby (bandha-kaaraNa-abhaavaat) cause of bondage no longer exists, So, (punaH na aavarttate) it does not come back again for keeping the Soul in the life-cycle, and it merges into its material cause i.e., the Matter.
(atra) In this regard (kashchit) someone (udghaaTayati) ridicules (ShaNdaka-upaakhyaanena) by the story of the impotent husband. (mugdhayaa bhaaryayaa) A foolish devoted wife (abhidhiiyate) addresses (ShaNdakaH) her impotent husband — "(aaryaputra) My dear! (me) my (haginii) sister (apatyavatii) has got children. (kimartham) For what reason (na aham iti) I have none? (saH) He (aaha) said (taam) to her — "(aham) I (utpaadayiShyaami) shall beget (apatyam) children (te) for you (mritaH iti) when I am dead." (tathaa) Similarly, (idam) this (vidyamaanam j~naanam) existing discriminative knowledge (na) does not (karoti) cause (chitta-nivrittim) the mind to cease from action; then (kaa pratyaashaa) what hope is there that (kariShyati) it will cause cessation (vinaShTam iti) when it will be suppressed by Supreme Desirelessness?
(tatra) On this subject (aachaarya-deshiiyaH) a teacher (vakti) says very perfectly — (nanu) O Gentleman! is not (mokShaH) salvation (buddhi-nivrittiH eva) the cessation of mind from its work, toward the Soul, alone?"
(buddhi-nivrittiH) The mind ceases to perform its duties towards the Soul (adarshana-kaaraNa-abhaavaat) when the cause named Nescience, no longer remains. (cha) And (tat) that (adarshanam) Nescience, which is (bandha-kaaraNam) cause of bondage, (nivarttate) is removed (darshanaat) by discriminative knowledge. (tatra) In this subject (chitta-nivrittiH eva) cessation of mind from its working alone, (mokShaH) is salvation. So, (kimartham) for what reason (asthaane eva) and in what context (mati-vibhramaH) this mental confusion is (asya) arising in the mind of this person? i.e., there is no scope for confusion in this regard.
Vedic Commentary in English : The cause of the conjunction of Soul and Matter, which has continued since eternity, by flow, is Nescience = unreal cognition and its potencies. Nescience is explained by Seer Vyaasa in aphorism 2.5. The work = conjunction of Soul and Matter exists, till its cause (= Nescience) exists. The work is never eternal, i.e., it has a beginning and also ends at a time. The beginning of the conjunction of both takes place either at the beginning of every creation or the end of the salvation period for the particular Soul. Hence, by nature, the Soul is neither bonded nor emancipated. The conjunction and dis-conjunction of Soul and Matter being eternal by flow, the bondage and salvation of the Soul are also continuing since eternity. Every Soul who remained conjunct with the Matter at the end of creation, i.e., whose mind existed with authority, will automatically get conjunct with the Matter at the beginning of the next creation. In the same way, the emancipated Soul also gets conjunct with the Matter at the end of the salvation period, and the cause of such conjunction is the existence of eternal residual potencies of Nescience (of that emancipated Soul), which again become operative at the end of salvation period and get the Soul conjuncts with the Matter. At this stage mind and organs get conjunct with the Soul and create the subtle body for him; the Soul again gets involved in the life-cycle; the Matter again starts serving the purpose of experience and salvation for the Soul. This sequence has been continuing since eternity. If nescience is not accepted as eternal, then two defects will be there —
anaadiH-aviveko.anyathaa doShadvayaprasakteH. Saankhya Philosophy 6.12.
1. What is the cause of Nescience that gets manifested? If it is acts of Souls, then due to the non-existence of Nescience before this, and thereby the absence of bondage, from where the acts of Souls can be inferred? If some other cause is inferred, then what is the cause of that cause? In this way, there will be a defect of chaos.
2. If the beginning of Nescience is accepted, then the world cycle is also to be accepted as having a beginning; on the other hand, the universe cycle is accepted as eternal in Vedas. (Or on acceptance of the beginning of Nescience, the emancipated Souls will automatically receive bondage without their own vehicle of actions).
So, nescience exists eternally.
As it has been said above, the Soul is neither emancipated nor bonded by nature. If he is emancipated by nature, then by existence or non-existence of Nescience his salvation cannot be stopped; and if he is bonded by nature, then the advice of salvation and its means will be meaningless because the nature of an object cannot be changed. This conception is also explained by SeerKapila in Saankhya philosophy as — "na svabhaavato baddhasya mokSha-saadhanopadeshavidhiH" (Saankhya Philosophy 1.7) i.e., for the Soul who is bonded by his nature, advise of means of salvation cannot be there, since it is impossible.
Hence indiscrimination is existing since eternity and is attached to the Soul in the form of Nescience and its potencies. When in the present life-span, the Soul attains the real knowledge of Self and GOD by cognizance and makes his potencies as burnt-up seeds, then he achieves salvation in the fruition system of GOD. Here it should be understood that Nescience and its potencies cannot be burnt up like any gross physical object, but these are brought in the state of burnt-up seeds that cannot sprout again, so they do not have the capacity of producing their results. So, Seer Vyaasa used the words "like burnt-up seeds". After the salvation period, those potencies again come into the operative mode and the Soul again gets conjunct with the Matter and again gets involved in the world cycle.
For the cessation of the authority of mind, Seer Vyaasa had advised for the attainment of real knowledge of the Soul. It means when the devotee cognizes the Soul and GOD in the present life, with the result he becomes desireless toward the Qualities of Illumination, etc., in that state the authority of mind to perform further ceases. In this state mind having performed its function of experience and salvation for the Soul gets released from its duty. In this state of cessation of the cause of bondage = Nescience, the mind does not come back again to keep the Soul in the life-cycle, and it merges into its material cause i.e., the Matter. (Ref - tadevam-bhuutam chittam-avasitaa-dhikaaram-aatmakalpena vyavatiShThate pralayam vaa gachchhati-iti. Vyaasa on 1.5). For this state, the stage of cognizance of the Soul is said as superior to the discriminative knowledge (= differential knowledge of Soul and Matter); it means that devotees should cognize the GOD along with the cognizance of self = Soul. This fact was explained by Seer Vyaasa in 1.2. And if this state is not achieved, then the mind remains authoritative and keeps the Soul involved in the life-cycle, since his Nescience and its potencies are existing. So, cessation of the authority of the mind is the only means for the success of the Soul in this life-state.
Attainment of real knowledge is a must for the cessation of Nescience. In this regard the advice of Swami Dayanand Saraswati is very important — "Nescience is the attachment towards enjoyments, illusion of prosperity, egoism, etc. Real knowledge is not achieved by merely excessive readings. Reading = studying is the means for real knowledge. Real cognizance is true knowledge. Illusion is the opposite of cognition. There is no illusion in true knowledge. Knowledge of Soul in non-soul, and purity in impure is an illusion. This is characteristic of Nescience, and the characteristics of true knowledge are opposite to these.
One who has egoism that I am rich, or I am lord; has the defect of Nescience. Again, the weak body is also on account of Nescience. So, all efforts are to be put in to achieve true knowledge. In our country, there is a tradition of early marriage and it is a hurdle to achieving true knowledge. Considering an impure object as a pure object is a Nescience. Meditation of GOD is complete knowledge, and it is the cause of all types of knowledge. With the decrease in the level of knowledge in any country, the misery surrounds that country." (Updesha Manjari)
So, the cause of the conjunction of Soul and Matter is Nescience and its potencies. And true knowledge cannot be achieved merely by verbal knowledge, or excessive study, and such knowledge does not become the cause of the removal of Nescience.
