Preface to Sutra in English : te tu —
Meaning in English : (te tu) These five restraints are —
Sutra in English : jaatideshakaalasamayaanavachChinnaaH saarvabhaumaa mahaavratam.31.
Meaning in English : (mahaavratam) These are great vow, (saarvabhaumaa) and are to be performed in all circumstances, and (anavachchhinnaaH) not-limited = not-restricted by (jaati) life-state, (desha) place, (kaala) time and (samaya) a rule = tradition.
Vyaasa Commentary in English : tatraa.ahi.msaa jaatyavachChinnaa matsyabandhakasya matsyeShveva naanyatra hi.msaa. saiva deshaavachChinnaa na tiirthe haniShyaamiiti. saiva kaalaavachChinnaa na chaturdashyaam na puNye.ahani haniShyaamiiti. saiva tribhiruparatasya samayaavachChinnaa devabraahmaNaarthe naanyathaa haniShyaamiiti. yathaa cha kShatriyaaNaam yuddha eva hi.msaa naanyatreti. ebhirjaatideshakaalasamayairanavachChinnaa ahi.msaadayaH sarvathaiva paripaalaniiyaaH. sarvabhuumiShu sarvaviShayeShu sarvathaiva-aviditavyabhichaaraaH saarvabhaumaa mahaavratamityuchyante.
Meaning In English : (tatra) Of these, (ahi.nsaa) non-violence (jaati avachchhinaa) is limited by life-state as for example — (hi.nsaa) violence (matsya-vadhakasya) inflicted by a fisherman is limited (matsyeShu eva) to the fishes alone (na anyatra) and no-one else. (saa aiva) The same is (desha avachchhinaa) limited to place, as for example — "(na) I shall not (haniShyaami) do violence to living beings (tiirthe iti) at sacred place". (saa eva) The same is (kaala avachchhinaa) limited to time, as for example — " (na) I shall not (haniShyaami) make violence to the living beings on (chaturdashyaam) the fourteenth day of the lunar fortnight, and (na) or (puNye ahani iti) on any other sacred day." (saa eva) The same, (tribhiH uparatasya) in case of a person who has given up the three types of violence as above, is (samaya avachchhinnaa) limited by a rule or tradition, as for example — "(haniShyaami) I shall cause violence (deva-braahmaNaarthe) for the sake of devas = parents, teachers, and intellects of religion only and (na) not (anyathaa iti ) in any other way." (yathaa cha) For example, (hi.nsaa) violence caused (kShatriyaaNaam) by the soldiers, rulers (yuddhe eva) in the battle alone are justified, and (na anyatra iti) nowhere else.
(ahi.nsaadayaH) The restraints of non-violence and others (sarvathaa eva) are always (paripaalaniiyaaH) be practiced (anavachchhinnaa) without being limited by (ebhiH) these (jaati-desha-kaala-samayaiH) life-state, place, time and rule or tradition. (uchyante) These are called (saarva-bhoumaa) universal and (mahaa-vratam) great vows when performed (sarva-bhuumiShu) in all circumstances, (sarva-viShayeShu) in all subjects = works, (sarvathaa aiva) in all ways i.e., in thought, speech, and action and (avidita-vyabhichaaraaH iti) whose non-performance is not seen in any way.
Vedic Commentary in English : The devotee who wants to move on the path of the welfare of self = Soul has to start with the performance of five restraints. These five restraints are the vows to be performed by him. When these five restraints are performed in all circumstances without any restrictions are called a great vow. A person considers himself as a performer of vows, even after adopting the acts of sins of violence, etc. as per his wish or as per self-made exceptions under different conditions. But for the devotee who wants to move on the path of yoga, there can be no exception of any kind for the performance of restraints. Seer Patanjali said that restraints performed in all circumstances without the limit of life-state, place, time, or rule are known as great vows. The exceptions are to be understood as follows —
Limit of life-state in non-violence — As a fisherman says – “I will only kill the fish and not any other living being since this is my profession.” And in this way, by not killing other living beings, I am performing non-violence.
Limit of place in non-violence — As somebody says – “I will not kill any living being at sacred = pious places like religious places, Yajnashaalaa = altar (= a place to perform Vedic yajna), etc., but will kill them at other places according to my convenience.”
Limit of time in non-violence — As somebody says – “I will not make violence to the living being on any sacred day i.e., the eleventh or fourteenth day of the lunar fortnight, etc., but perform violence on other days as per my convenience.” As in the present, some people do not eat animal flesh on Tuesday or during the Navratras (the nine days of worship of goddess Durga), and eating animal flesh on other days is the limit of time for non-violence.
Limit of rule in non-violence — As somebody says that I shall make violence for a particular purpose i.e., for the well-being of devas = parents, teachers, intellectuals or teacher = god of my religion, or for performing sacrificial acts as prescribed in my religion; and will not make violence for any other purpose. These are the limits of rules for performing non-violence.
In the same way above exceptions are to be understood in case of other restraints of veracity etc. —
Limit of life-state in veracity etc. — As for saving the lives of cows etc. or some human beings I will give false-statement, and not for other purposes; I will steal things for the well-being of poor people, intellectuals, etc, not for others; I will not perform co-habituations with the wives of the persons who are respectful for me or with members of my family, but will do So, with other women; I shall perform avariciousness for the well being of my parents, teachers, intellectuals, and pious animals of my religion, not for other persons.
Limit of place in veracity etc. — I shall speak the truth in sacred places, but will give false-statement in other places; I shall not perform theft in the sacred places of my religion, but at another place, I will do the same for benefits of myself and my family, etc; I shall perform continence at the sacred places of my religion, but will perform adultery at other places and remain in co-habituation at other places; I shall not perform avariciousness at the sacred places of my religion, but do So, at other places.
Limit of time in veracity etc. — I shall perform veracity on sacred dates, but will not do So, on other dates; I shall not perform theft on the sacred dates as per my belief, but on other dates, I will do the same for benefits of myself and my family, etc; I shall perform continence on the sacred dates as above, but will perform adultery on other dates and remain in co-habituation; I shall not perform avariciousness on the sacred dates of my belief, but do So, on other dates.
Limit of rule in veracity etc. — I shall speak wrong for a particular purpose i.e., for the well-being of devas = parents, teachers, intellectuals, or teacher = god of my religion, or I shall speak the truth during the time of worship, on other times I shall do So, as per my wish; I shall steal for the well beings of devas as above or perform abstinence from theft during the worship time, and will do otherwise on other times; I shall perform continence during the period of my study, during the time of worship of GOD, but will remain adulterer during other times; I shall perform avariciousness for the well being of devas and my family, but will perform abstinence from avariciousness otherwise.
The Restraints which are performed with the above type of exceptions in any way, do not come in the category of a great vow. So, it is not proper for the devotee who wants to move on the path of yoga, to accept any type of exception, in any way, at any place, at any time, with any self-made rule, in the performance of these Restraints. While doing so, the performance of Restraints cannot be universal, and the devotee will not be able to destroy the defects of afflictions. Since by the complete compliance of Restraints of non-violence etc. in all respects i.e., in thoughts, speech, and acts, the cessation of thoughts of violence, etc. which are present in the mind of the devotee, is possible; and thereby cessation of gross results of Nescience in the form of Attachment and Aversion is also possible.
