Component Word : shauchasantoShatapaHsvaadhyaayeshvarapraNidhaanaani niyamaaH.
Sutra in English : shauchasantoShatapaHsvaadhyaayeshvarapraNidhaanaani niyamaaH.32.
Meaning in English : (niyamaaH) The observances are (shaucha-santosha-tapaH-svaadhyaaya-iishwara-praNidhaanaani) cleanliness, contentment, purificatory action, study, and surrender to GOD.
Swami Dyanand Saraswati Gloss : Cleanliness is of two types namely internal and external. Internal cleanliness is accomplished by the practice of religious conduct, truthfulness, true knowledge, an association of pious men, etc., and external by means of water and keeping the clothes, foods, and places clean and pure. Contentment is always remaining happy after the practice of virtue and not being overwhelmed by sorrow in pain, but laziness = lethargy is not contentment. Purificatory action means as gold is purified by fire, so one should be purified by the practice of righteousness and virtue actions = deeds. Study means reading and teaching of Vedas, scriptures explaining salvation, and believing in GOD by understanding the meaning of OM = AUM. Surrender to GOD means a surrender of self to GOD by one's full strength, all qualities, vitality, and affection of the mind. These five Observances are the second accessory of Yoga.
(Rigvedaadibhaashyabhuumikaa - on Worship)
First is cleanliness through bathing etc.; second is contentment. It does not mean that one should remain satisfied with one's lot and do nothing. It means that one should do all that one can but should not feel sorrow or joy at loss or gain. The third is purificatory action i.e., doing righteous deeds even in difficulties; the fourth is study and teachings; the fifth is surrender to GOD by special devotedness to the Soul. These are five Observances. These should not be followed without the practice of Restraints, but both should be followed together. He who follows Observances alone, without Restraints, cannot progress but fall down, i.e., remain sunk in the worldliness.
(Light of Truth - Chapter 3)
The five Observances are as follows — cleanliness i.e., remaining pure internally as well as externally; contentment is to put forth all efforts and not feel joy or sorrow on gain or loss; purificatory action is to follow just righteousness without partiality and perform yoga through control of breath, etc; study means always repeat the word "AUM" and ponder over its meaning i.e., understand the conscious form of GOD; surrender to GOD means to get devoted to the teachings of GOD as given in Vedas and enjoy the bless of GOD during the lifetime and attain salvation after this life, are the main acts of the ascetic = intellect. (Sanskarvidhi - Sanyaasa-sanskaar)

yatredamuktam—tataH pratyakchetanaadhigamo.apyantaraaya-abhaavashcha (yog 1.29) iti.
Meaning In English : (tatra) Of these (shaucham) cleanliness is of two types namely external and internal. (baahyam) External is (mrij-jalaadi-janitam) generated by the application of earth and water etc. (cha) and (medhyaabhya-vaharaNaadi) consists in the eating of pure things etc. (aabhyantaram) Internal cleanliness is achieved (aakShaalanam) by washing away (chitta-malaanaam) the impurities of the mind by true knowledge and performance of Yoga of Action.
(santoShaH) Contentment is (anupaaditsaa) absence of desire to secure = obtain (adhikasya) more (sannihita-saadhanaat) means = necessaries of life than the one already possesses.
(tapaH) Purificatory action is (dvandva-sahanam) the endurance of the pairs of opposites. (dvandvaaH) The pairs of opposites are (jighatsaa-pipaase) desire to eat and desire to drink, (shiitoShNe) heat and cold (cha) and (sthaanaasane) standing and sitting, (cha) and (kaaShThamauna-aakaaramaune) absence of speech and absence of facial indications. (cha) And (eShaam) apart from these (vrataani) vows such as (krichchhra-chaandraayaNa-saantapanaadiini) fast of Chandrayana and Saantaapana etc (yathaa-yogam) are to be performed as per the capacity of oneself.
(svadhyaayaH) The study is (adhyayanam) the reading of (mokSha-shaastraaNaam) scriptures prescribing science of liberation (vaa) and (praNava-japaH) repetition of Pranava = AUM (= the name of GOD).
(Ishvara-praNidhaanam) Surrender to GOD means (arpaNam) not wishing and surrendering (sarvakarma) the fruits of one's all mental, vocal, and physical actions (tasmin paramgurau) to that great teacher. It means doing all actions as per the teachings of the Supreme Soul GOD. (atha) The yogi by being devoted to the GOD (svasthaH) stays in the conscious form (shayyaa-aasanasthaH) while lying down on the bed or seated (vaa) or (pathi vrajan) wandering along the road, and (parikShiiNa-vitarka-jaalaH) being devoid of the network of thoughts of sins and also (sa.nsaara-biija-kShayam iikShamaaNah) destroying the seeds of repeated birth i.e., afflictions and its residual potencies (syaat) becomes (nityamuktaH) ever free and (amrita-bhoga-bhaagii) shares the joy of immortality.
(yatra idam uktam) It has been said in this reference — (tataH pratyak-chetana-adhigamaH api antaraaya-abhaavaH cha iti) By devotion to GOD, understanding, and achievement of Supreme Soul GOD also takes place along with the understanding of the Self and absence of obstacles takes place.
Vedic Commentary in English : Along with the practice of Restraints, the practice of Observance is also a must for a devotee. The Restraints are more related to the behavior with others; on the other hand, Observances are related to the self. Cleanliness, contentment, purificatory action, study, and surrender to GOD are five Observances. By the practice of these Observances, the devotee attains full mental purifications starting from the cleanliness of the physical body. However, the compliance of Observances without the compliance of Restraints does not give its desired fruits. Since without having piousness = righteousness in the behavior with others, one cannot be pious internally. So, Seer Vyaasa had very clearly mentioned in his commentary to aphorism 2.30 that "all the four Restraints after non-violence and Observances are advised to achieve the state of non-violence." So, based on non-violence, compliance with Observances is also a must for the devotee. In this regard, SeerManu also gives priority to Restraints on the Observances—
yamaanseveta satatam na nityam niyamaanbudhaH.
yamaan-patatyakurvaaNo niyamaan-kevalaanbhajan. Manusmriti 4.204.
The Observances are not to be complied with without practicing Restraints, but both are to be complied with. Those who practice Observances without the practice of Restraints, cannot improve themselves, but remain involved in the life-cycle.
The secret behind the rule prescribed by SeerManu is that one, who performs violence on others, maintains enmity with others, speaks untruth, performs theft, adulterer (with other women), involved in eight types of co-habituations, and performs avariciousness, his performance of Observances i.e., cleanliness, contentment, purificatory action, study and surrender to GOD is of no meaning, as it is only an eyewash and such performance with not give any fruits. Such a person remains afflicted by Nescience and remains in the life-cycle.
1. Cleanliness:- Cleanliness means purity. Without attaining external and internal purity, no devotee can move on the path of yoga. External purity is maintained by means of water etc., and internal purity is maintained by having pure foods and other means. Food is also an important means of maintaining the purity of the mind. Seerof upaniShada said —
evameva khalu somyaannasyaashyamaanasya yo.aNimaa sa uurdhvaH samudiiShati tanmano bhavati. Chhandogyopanishada 6.6.2.
O Pupil! whatever is the subtle part of the foods taken in, that moves up jointly, and that becomes the part of the mind i.e., that improves the mind. So, the mind is said to be formed of food (Ref - annamayam hi manaH. Chhandogya 6.5.4)
So, to maintain the purity of the mind, one should take pure foods i.e., the foods obtained from violence (animal flesh), wine, etc. are to be totally discarded. In Yajurveda, the importance of water is shown for external and internal purity - aapo.aasmaan maataraH shundhayantu ghritena no gritapvaH punantu. (Yajuveda 4.2), Swami Dayanand wrote in this hymn - "It is prudent for the people to become pure by the regular use of water which is a means for holding the breath, attaining pleasure, and bring up like mother, So, that the body should become disease-less and with the result, one should be able to perform virtue with this body and enjoy pleasure-ness."
In the same way, purity of speech is obtained by speaking the truth and avoiding the speech of anger, harshness, and vice-ness. Internal cleanliness is obtained by the purity of mind which is obtained by righteous conduct, truthfulness, true knowledge, and an association of pious persons. In this way by washing away the defects of afflictions i.e., Nescience, Attachment, Aversion, etc., and modifications of lust, anger, greed, illusion, jealousy, egoism, etc. the purity of mind is achieved.
2. Contentment:- After performing righteousness from the body, remaining satisfied, not being overwhelmed by sorrow in pain, and not having the desire to have more is known as contentment. So, the absence of desire to obtain more means than the available ones, which are necessary for life, is called contentment. But laziness = lethargy is not considered contentment. So, the devotee, even on not getting the means of necessary need, - (1) should comply with mental contentment by not having the feeling of regret, anger, lassitude, or loss of patience; (2) should comply the verbal contentment by not speaking of non-attainment of things with others; and (3) should comply the physical contentment by not putting excessive efforts for attaining those means, So, that the prime target of self-development become secondary in the life, i.e., the worldly achievement should not be given priority over the spiritual achievements.
3. Purificatory Action:- It is the endurance of pairs of opposites, and the performance of vows of the fast of Chandrayana and Saantaapana, etc. as per the capacity of oneself.
4. Study:- Study is reading of scriptures prescribing science of salvation and repetition of AUM.
5. Surrender to GOD:- It means surrendering all his acts to the Supreme teacher GOD.
These three are already explained in aphorism 2.1 above, please refer to these there only. With regard to surrender to GOD, the following is also to be understood —
The devotee while surrendering all his acts to GOD, at all times i.e., while lying down in the bed or seated or wandering along the road, becoming devoid of thoughts of all types of sins i.e., violence, untruthfulness, theft, adultery, avariciousness, impurity, greed, absence of study, etc. (= complying all the restraints and observances), by destroying the cause of rebirth i.e., Nescience and its potencies and thereby becoming free from the bonds of Matter, enjoy the bliss of Supreme Lord in His company. By this devotion to GOD, a devotee is able to achieve the cognizance of Self = Soul along with the cognizance of GOD. So, those who say that meditation and worship of GOD cannot be performed at all times, are in delusion, as Seer Vyaasa had clearly declared the necessity of surrender to GOD even at the bed, road, or any place.
Compliance with all Observances is necessary for the complete practice of non-violence. In this regard, the following is to be understood— for internal cleanliness by taking pure food and not taking undesired foods, violence is avoided; by the compliance of contentment, one avoids anger which results in non-violence; by purificatory action one has control on himself and becomes able to bear the unwanted situations which result in compliance of non-violence; by the study of Vedic literature one remains away from violence, etc. after knowing their defects; and by surrender to GOD, how one can be violent towards others and maintain enmity with others and surrender such violent and sinful acts to GOD also?
So, complete compliance with Restraints and Observances in all ways is a must for the practice of non-violence.
