Meaning in English : (yadaa) When (pratipakSha-bhaavanaa-hetoH) on account of habituation to contraries (heyaaH) avoidable (vitarkaaH) thoughts and acts of sins (asya) of this devotee (aprasavadharmaaNaH syuH) become unproductive i.e., are unable to produce any fruit, (tadaa) then (tatkritam aishvaryam) power caused by them (bhavati) becomes, (yoginaH) to the Yogi, (siddhi-suchakam) the indication of his success. Sutra in English : ahi.msaapratiShThaayaa.m tatsannidhau vairatyaagaH.35.
Meaning in English : (ahi.nsaa-pratiShThaayaam) On the establishment of non-violence in all ways, (vaira-tyaagaH) enmity is given up (tat-sannidhau) in his company = association.
Swami Dyanand Saraswati Gloss : When the non-violence is confirmed, then the enmity does not exist in his mind, and in the presence or the association of this devotee, the enmity of another person also ends. (Rigvedaadibhaashyabhuumika - on Worship)
Vyaasa Commentary in English : sarvapraaNinaam bhavati.
Meaning In English : In association with this devotee the enmity of (sarva-praaNinaam bhavati) all living beings, is given up.
Vedic Commentary in English : While writing on this aphorism Swami Dayanand Saraswati wrote — "When the non-violence is confirmed, then the enmity does not exist in his mind, and the other person also gives up enmity in association and presence of this devotee." By performance of vow of non-violence, absence of enmity automatically takes place in the case of Yogi, since the meaning of non-violence is "sarvathaa sarvadaa sarvabhuutaanaamanabhidrohaH" i.e., not having enmity towards all living beings, in all ways and at all time; So, the yogi does not have enmity towards any living being. Seer Patanjali said for the absence of enmity in the association of Yogi and Seer Vyaasa said that such enmity of all living beings is given up in his association.
When the devotee adopts the vow of non-violence, on knowing the infinite pains and ignorance as fruits of violence, and remains away from the violence in all ways and all times, then the thought of enmity does not get manifested in his mind towards any living being. Such devotee becomes so mature in the performance of non-violence and leaves an effect of his conduct on others, and in this way, the enmity of such other persons get given up who follow the advice of this devotee.
The various commentators had expressed the meaning of this aphorism as — "The persons and living being coming in contact with such non-violent Yogi, due to effect of his vow of non-violence, leaves the enmity towards him and other living beings, and no one becomes violent with this Yogi also, and nor have enmity with other living beings in his presence." With this conception, there is a misconception in the minds of people that if somebody has enmity with any devotee, then his vow of non-violence is not complete and he is not a Yogi. But this conception is wrong. So, in order to understand the true meaning of this aphorism, we have to understand the secret of two words used in this aphorism - 1. "Absence of enmity", and 2. "Association".
1. "Absence of enmity" means the state there is no thought of enmity towards any living being. If anybody becomes angry with another authoritatively, without any enmity with such person or giving pain while performing his duty of giving a sentence to him as prescribed by law, or kills him, then such anger and pain do not come in the category of violence. Let us take two examples - 1. a father beats his child on account of his defects; and 2. hang-man hanging a person who is sentenced to death by law. In both cases even by giving pain to others and even killing in the second case, the authoritative person is not doing violence, since he does not have enmity with such other person. So, these are not acts of violence.
We have clearly mentioned while explaining aphorism 2.30 that the absence of enmity is not to do wrong = cause a loss on account of greed, anger, illusion, jealousy, aversion, etc., and not having any such thought in the mind.
2. The meaning of "association" is normally taken as nearness i.e., existing in the same place. Swami Dayanand used the word "association" which has a wider meaning, as compared to physical nearness. With the knowledge-full association of the Yogi, the removal of the enmity of another person is possible. So, not by mere physical association, but with mental and intellectual association, is possible.
So, by mere physical association, the enmity of another person, who is not following the vow of non-violence, does not cease. If by mere physical association, the absence of enmity of other persons, with all living beings, is accepted, then there will be the following defects —
A. GOD is declared as non-violent in Vedas, as —
aruSham — Non-violent GOD (Rigveda 1.6.1);
adabdhaH — Non-violent GOD (Rigveda 1.89.5); and
adabdhaH — Violence-less GOD (Yajurveda 25.18).
Since GOD is omnipresent, so all living beings exist within the sphere of GOD, i.e., all living beings are always in physical association with GOD. Though all living beings are in physical association with the non-violent GOD, yet we see that the enmity of violent persons = terrorists with other living beings is not given up. In the same way, flesh-eating animals kill other animals for their food as per their natural behavior. Even human beings kill other animals for their food; or even violence is done by them towards other human beings for their vested interests. So, even after having the ever-green physical association with GOD, the enmity of various persons and animals does not get removed; then should we not accept GOD as non-violent?
Till the time one does not accept GOD as omnipresent and does not experience his presence at all places, and not knowing the judicial system = fruition system of GOD, his enmity with other living beings cannot be given up. However, the mental = intellectual association with the GOD becomes the base for giving up enmity with other living beings.
B. In the same way it has to be understood in the case of non-human living beings. Flesh-eating animals = birds cannot stop killing other animals for their food or otherwise, just in the presence of a non-violent Yogi; on being hungry they just kill the available other animals for their food in the normal way, and this characteristic is as per the system of GOD. On the other hand, it is possible that while living in the company of a non-violent Yogi, knowing his affectionate behavior, the violent animal does not harm this Yogi. In this regard, a statement of Panchtantra is to be seen —
si.nho vyaakaraNasya karturaharat-praaNaan priyaanpaaNineH,
miimaa.nsaakritamunmamaatha sahasaa hastii munim jaiminim.
chaandoGYaananidhim jaghaana makaro velaatate pi.ngalam,
aGYaanaavritachetasaamatiruShaam ko.arthaH-tirashchaam guNaiH ?
Achaarya Panini who wrote the grammar of Sanskrit was killed by a lion. SeerJaimini who wrote the philosophy of Mimaansa was killed by an elephant, and Seer Pingala, a writer of the philosophy of Chhanda, was killed by a crocodile near the sea. So, it is to be understood that ignorant and angry animals have no mind to consider the qualities of human beings.
Should all these seers who have created various scriptures, be considered as violent ones and non-yogi? Even having the physical presence of these non-violent intellectuals, flesh-eating animals killed these seers.
C. In this regard the life history of Swami Dayanand is to be seen. He was an established Yogi of a very high state. He was always merciful towards others and did not have any thoughts of enmity for anybody. But the other persons have tried to cause harm and even tried to kill him from time to time and in the last he died by taking poisonous milk, given by his servant. Most of those persons were in physical association with Swami Dayanand, but their enmity toward him had not ceased. He never tried to punish anybody for such acts, and even gave money from his pocket to his servant (who had given poisonous milk which ultimately caused his death) and advised him to run away, otherwise, people would harm him. Should the vow of non-violence of Swami Dayanand be considered incomplete?
So, whoever will come into the mental and intellectual association of the non-violent Yogi and adopt his qualities, his enmity towards others will cease in proportion to his adoption of the above qualities.

अरुषम् = अहिंसकं (ईश्वरम्) (ऋ० १.६.१);
अदब्धः = अहिंसिता = अहिंसक (ईश्वरः) (ऋ० १.८९.५);
