Meaning in English : (IshvaraH) GOD is (puruSha-visheShaH) a distinct supreme conscious Soul who is (aparaamriShTaH) untouched by = having no relation with (kleshaH) afflictions, (karmaH) actions, (vipaakaH) their fruits and (aashayaH) impressions generated by afflictions, actions, and experience of fruits.
Swami Dyanand Saraswati Gloss : Now GOD is defined as (klesh-karama....) He, who is always separate = untouched from afflictions (= nescience etc.), actions (= pure or sin) and their impressions and bondless is supreme Soul and is named GOD. How is He? There is no object that is either more or equal to him and who is always full of happiness, knowledge, and infinite power is called GOD. (Rigvedaadibhaashyabhuumikaa - On Worship)
He is not related to afflictions, good or bad actions which result in wanted, unwanted, and mixed fruits and their impressions, and is distinct from Souls is called GOD. (Light of Truth - Chapter 7)
Who, not related to afflictions, results of good or sinful actions, having no comparison with human beings, is called GOD. (Vedvirudhamatkhandana)

Meaning In English : (kleshaaH) Afflictions are (avidyaadayaH) Nescience and others = i.e., Egoism, Attachment, Aversion, and Fear of Death. (karmaaNi) Actions are (kushala-akushalaani) Virtue = Good and Vice = bad. (tat-phalam) Their fruition (=life-state, lifetime, and life-experience) is (vipaakaH) the result they bring about. (vaasanaaH) The impressions (tat anuguNaa) created by the experience of fruition of actions are (aashayaaH) the vehicles.
(cha) And (te) these four (varttamaanaaH) while really existing = residing (manasi) in the mind, (vyapadishyante) are attributed = referred to (puruShe) the Soul, (hi) since (saH) he = Soul is (bhoktaa iti) enjoyer of (tat-phalasya) their fruits, (yathaa) just as (jayaH paraajayaH vaa) victory or defeat (yoddhriShu varttamaanaH) of the soldiers is (vyapadishyate) attributed to (svaamini) their master. (saH) He, (yaH) who is (hi) certainly (aparaamriShTaH) untouched by (anena bhogena) the experience of all these four, is (puruSha-visheShaH) the distinct Soul called as (IshvaraH) Ishvara = GOD.
(bahavaH) Many (kevalinaH) free souls (kaivalyam praaptaaH tarhi santi) who have reached the state of emancipation = absolute freedom, (cha) and (te) they (hi) certainly (kaivalyam praaptaaH) have achieved the state of absolute freedom (chhittvaa) by cutting the (triiNi bandhanaani) three bonds (which are in the form of properties of Sattva, Rajas, and Tamas i.e., Qualities of Illumination, Activity, and Inertia). (cha) And on the other hand, (Ishvarasya) GOD (na bhuuto) never had, and (na bhaavii) nor will ever have (tat-sambandaH) any relationship to these bonds. (yathaa) As (puurvaa bandhakotiH) former bondage (praGYaayate) is known (muktasya) in case of emancipated; (evam) this type of former state of bondage (Ishvarasya na) is not there in the case of GOD. (vaa) Or (yathaa) as (uttaraa-bandhakotiH) future state of bondage (sambhaavyate) is possible (prakriti-liinasya) in case of Prakritiliinas, (evam) this type of future state of bondage (Ishvarasya na) is not possible in case of GOD. (sa tu) GOD is (sadaiva) ever (muktaH) free and (sadaiva) ever (Ishvara iti) the Lord.
(Ishvarasya) The GOD is having (shaashvatika utkarShaH) universal (= unlimited by time) supreme excellence (yah asau) which is because of (prakriShTa-sattvopaadaanaat) having superior most pure form. (kim) Is (saH) that supreme excellence = supremacy (sanimittaH) having any reason (aahosvit) or (nirnimittaH iti) no reason for that? (nimittam) The reason for (tasya) the supreme excellence of GOD is (shaastram) the sacred teaching = i.e., Vedas. (kim) What (punaH) then is the (nimittam) authority of (shaastram) the Vedas? Its (nimittam) authority is (prakriShTa-sattva) his universal supreme excellence. (etayoH shaastra-utkarShayoH) These two — Vedas and Supreme Excellence, (varttamaanayoH) existing in the (Ishvara-sattve) pure conscious form = essence = nature of GOD, (anaadiH sambandhaH) are eternally related to each other. (etasmaat) For this reason (etat bhavati) it becomes possible that GOD is (sadaiveshvaraH) ever Lord and (sadaiva) ever (muktaH iti) free.
(cha) And (tat) that (aishvaryam) divinity and supremacy of (tasya) GOD is (vinirmuktam) free from (saamyah) equality and (atishayaH) excess than that of any other Soul. (tat) His divinity and supremacy (na taavat atishayyate) cannot be exceeded (aishvarya-antareNa) by another's divinity and/or supremacy. (yadeva) Whichever divinity (atishayi syaat) is the highest (tadeva) that divinity (tat syaat) must be of GOD. (tasmaat) For this reason (yatra) wherever (kaaShThaa-praaptiH) culmination of (aishvaryasya) divinity and supremacy, (sah) that is (IshvaraH) GOD.
(cha) And (na asti) nor is there (aishvaryam) any divinity and supremacy (tat-samaanam) equal to the divinity of GOD. (kasmaat) Why? Because (dvayoH tulyayoH) in case of equality of two, (ekasmin kaamite-arthe) with reference to a common object of their attention, (yuga-pat) in the same time, if one of the two says (navam idam astu) "Let this be new", and other says (puraaNam idam astu) "Let this be old", (iti) then in that case (ekasya siddhau) one thing only necessarily happening and (itarasya praakaamya-vighaataat) the fulfillment of the other's wish is not taking place, then the other's divinity and supremacy (uunatvam prasaktam) becomes less than that of first. (cha) And further (na asti) it cannot be that, (arthasya viruddhatvaat) on being the two opposite and contradictory objects = subjects, (dvayoH tulyayoH) two equals should (yuga-pat) at once (kaamitaartha-praaptiH) posses an object desired by both. (tasmaat) Hence (sa eva) HE only is (IshvaraH) GOD, (yasya) whose (aishvaryaH) divinity = supremacy (vinirmuktam) is free from (saamya-atishayaiH) equality or excess, (cha) and (sa) HE is (puruSha-visheSha iti) distinct Supreme Conscious Soul.
Vedic Commentary in English : Devotion to GOD is a means to achieve the trance and its fruits at the earliest. Now Seer Patanjali is describing the object known as GOD. GOD is a distinct conscious Soul who is not related to afflictions, actions, fruits, and impressions.
In the Vedic scriptures the word 'puruSha' = a conscious object = 'Soul' is used both for the Soul and GOD (the Supreme Soul). Seer Yaaska while elaborating on the word Soul in Nirukta 2.1.3 wrote as -
puruShaH puriShaadaH. purishayaH. puurayateH-vaa. puuryatyantarityanta-puruSham abhipretya.
puruShaH = Soul is for what reason? There are three reasons for considering an object a Soul — 1. On account of staying = existing in the body, it is the Soul; similarly, GOD exists = remains present in the universe so, it is the Supreme Soul; 2. On account of sleeping the body; and 3 On account of its omnipresence in the universe. This third elaboration is with regard to GOD only and testimony in this regard is given as —
yasmaat-param naaparam-asti ki~nchit-yasmaannaaNiiyo na jyaayo.asti kashchit. vrikSha iva stabdho divitiShThatyekas-tenedam puurNam puruSheNa sarvam. Taittariiya Aarankyam 10.10.3.
i.e., there is no object beyond the GOD, as it is said that the GOD exists beyond the sky (tvamasya paare rajaso, vyomanaH. Rigveda 1.52.12), and similarly in Yajurveda — That GOD is present within all the objects of universe and Souls and also, present outside this manifested and the non-manifested world (tadantarasya sarvasya tadu sarvasyaasya baahyataH. Yaju 40.5); there is no object nearer than GOD since he is present in the Soul also; there is no object which is subtle than GOD and there is no object which is bigger than GOD; He is ever free, known by Himself, stable i.e., no one can make Him move from his position, He alone is the base of this whole universe and Souls as well. This whole world is pervaded by Him.
Swami Dayanand while explaining the word "Soul" used for GOD, wrote as follows — the word Soul is from the Sanskrit root 'prii paalanapuuraNayoH' which means - since the whole world is filled up by Him, so, GOD is called as Soul. (Light of Truth - Chapter 1).
So, there are two types of Souls - (1) one who experiences pain and pleasure while moving in the life cycle is known as a normal Soul (these are innumerable = unlimited in numbers), and (2) the other is the Supreme Soul who is known as GOD. In this scripture, we have used the word 'Soul' for the first category of Souls and 'GOD' for the other. Seer Patanjali had given the difference between the two are given on the following grounds —
1. Souls on being connected with Matter due to nescience, experience pains while moving in the life-death-life-cycle. He, being engrossed by the five afflictions = nescience, egoism, attachment, aversion, and fear of death, experiences many types of pains.
GOD never gets connected with nescience etc. and is never touched by any type of pain.
2. Soul while performing good, bad, and mixed acts accumulates vehicles of actions of virtue and vice. He accumulates a virtuous vehicle of action by performing the acts prescribed in Vedas and not performing the acts that are prohibited or not prescribed in Vedic scriptures and accumulates a vice vehicle of action by performing prohibited acts and not performing the prescribed acts in the Vedas and Vedic scriptures. With the such accumulation of vehicle of actions, he receives various life-states as per the fruition of such acts and experiences pains in those life-states.
The acts of GOD are the creation of the universe, maintaining the created universe, destruction of the same, and providing fruition of vehicles of actions accumulated by the Souls. These acts are not for the HIS interest, but for the well-being of the Soul, performed with full justice, without any type of attachment toward any Soul, and without any wish of any type, in order to provide them an opportunity to know the self and achieve absolute freedom. So, there is no accumulation of vehicle of actions in HIM.
3. Souls experience pleasure and pain on account of the fruition of their vehicle of actions in the form of life state, lifetime, and life experiences.
Since there is no accumulation of vehicles of action for GOD for HIS acts as above, so, there is no fruition thereof.
4. There is a generation of impressions = residual potencies from afflictions, actions, and the experience of fruition in the mind of the Soul. The mind carries such residual potencies for eternity. Living beings act according to residual potencies in various life states. In this way, they remain related to a vicious cycle of an act - residual potency - act. This fact had been explained by Seer Vyaasa in aphorism 1.5 as 'evam vritti-sa.nskaara-chakram-anisham-aavartate' (Ref our commentary on the above).
GOD being not related to afflictions, action, and fruition, hence there is no generation of impressions = residual potencies.
Such a distinct supreme conscious Soul who is not related to afflictions, actions, residual potencies, and the impression is called "Ishvara" = GOD. The name "Ishvara" in Sanskrit literature is on account of various properties. GOD is called by many names in Vedic scriptures on account of its various properties. While elaborating on the word "Ishvara", Swami Dayanand wrote - this word is drawn from the Sanskrit root 'iisha aishvarya' (Dhaatupatha 2.10) which means - 'ya iiShTe sarvaishvaryavaan varttate sa IshvaraH' i.e., whose knowledge is true and have infinite prosperity and glory, so, GOD is called as "Ishvara". None of the Soul can ever be equal to GOD at any time, in any circumstances, nor he can become GOD as well. To understand this, we must under the properties on account of which GOD is known as "Ishvara". In Unnadikosha the elaboration of the word "Ishvara" is as follows - from the Sanskrit root 'ashuu~Ng vyaaptau' (5.57) it is said that GOD is having the properties of creation of the universe, omnipresence, and prompt creation so, He is known as "Ishvara". In Atharvaveda - "yo bhuutaH sarvasya-iishvaro yasmin sarvam pratiShThitam" (11.4.1) - i.e., who is lord of all and who exists in every object and Soul, so, He is "Ishvara". In Yajurveda - "ya iishe mahato mahaan" (20.32) He, who is the Supreme Lord of all eminent, is "Ishvara". Similarly, some grammarians elaborate it as - "iishitum shiilamasya-iti-IshvaraH" i.e., who has a nature of knowledge-full initiation and seeing is known as "Ishvara", and "iishanaat ramaNaat cha IshvaraH" by knowledge-full initiation and creation of universe GOD is known as "Ishvara". In Rik-parishishta 23.18 it is said that "yo asau sarveShu vedeShu paThyate.anada IshvaraH" who is the knowledge-full initiator and lord of the universe and having infinite prosperity and to whom Vedas declare as life-giver and creator is known as "Ishvara".
From the above, it is clear that "Ishvara" is one of the names of GOD and is not used for any Soul in any manner. We must understand the commentary of Seer Vyaasa in this context.
The Souls who have attained salvation were in a state of bondage before that, they have achieved salvation by cutting the bonds of Qualities of Illumination, Activity, and Inertia. Similarly, the 'prakritiliina yogis' have the possibility of bondage in the near future, since their mind remains authoritative i.e., they have to perform the function of providing experience and salvation to the Soul. But GOD was never in any type of bond either before or will come in any type of bondage in the future. HE is ever free, ever Lord.
Seer Vyaasa had used the words - 'triiNi-bandhanaani' in his commentary. Based on the above most explainators have either taken the bonds of three types of bodies - gross, subtle, and causal bodies, or three types of pains caused by self = mind, other living beings, and divine forces; no one has referred to bonds of three Qualities. It is to be understood that salvation is getting freed from bonds of Qualities only. To achieve the Ultra-cognitive Trance, the yogi has to practice attaining Supreme Desirelessness which is becoming thirstless towards the Qualities by the practice of cognizance of the Soul. Both the Seer Patanjali and Seer Vyaasa had advised that an intense level of keen Supreme Desirelessness is the means to achieve the Ultra-cognitive Trance in the least time. Further Seer Patanjali had clearly said for freedom from three Qualities for salvation in aphorism 4.34 - "puruShaartha-shuunyaanaam guNaanaam pratiprasavaH kaivalyam svaruupa-pratiShThaa vaa chitishaktiH-iti" i.e., salvation is the latency of Qualities in the form of mind, etc., which become devoid of the object towards Soul, in its root cause. So, getting free from the three Qualities of Matter is very clear. Hence these alone are treated as three bonds.
The form of the GOD is superior most pure. Seer Vyaasa had used the word 'prakriShTa-sattva', whereby the word 'prakriShTa' is meant for superior most, and the word 'sattva' meant for one who exists in all with purity (this interpretation is as per 'sattvam tu madhye vishuddham tiShThati' (Nirukta 14.3)). Here the Illumination Quality of Matter is not referred to from the word 'sattvam'. Hence GOD is having a superior purest form. GOD is having universal supreme excellence, ever free, eternal infinite prosperity and its testimony is Vedas. And the authority of Vedas is universal supreme excellence i.e., the superior most purity, knowledge, and properties. For not to have a defect of inter-dependence of two i.e., supreme excellence and Vedas, Seer Vyaasa said that both these are in the form of the GOD so, these two are eternally related to each other. Seer Vyaasa, in his other work Vedanta Philosophy, had said - 'shaastra-yonitvaat' (Vedaanta 1.1.3) i.e., the existence of GOD is known, on his being as the cause of knowledge = Vedas or we can say that GOD is the cause of Vedas.
In this way, GOD is ever free and ever Lord. Prosperity and divinity of none else are neither equal to that of GOD nor are more than that of GOD. Since the prosperity and divinity of GOD are extreme. Why it is so? If there is more than one GOD with equal divinity and supremacy, then the two will have different knowledge, with reference to a common object, that 'this is new' and 'this is old'; and in such case the wish of one will take place at one time, being both the wishes = knowledge are contrary to each other. Whose divinity and supremacy will be proved HE alone is known as GOD, not the other one. Hence whose divinity and supremacy are free from equity and excess, HE only is GOD.
In the present aphorism, the existing form of GOD is not explained, but it is said that a distinct conscious Soul, who is not related to afflictions, action, fruition, and impressions, is GOD. In the Vedic scriptures, the existing form of GOD is explained. GOD is not an object who is proved by mere denial of the properties and form of Soul and/or Matter, and who do not have distinct properties and form. In order to know the true form of GOD, a study of Vedic literature is a must. In the aphorism 1.25 Seer Vyaasa had clearly said - 'tasya sa.nGYaadi-visheSha-pratipattiH aagamataH prayanveShyaa' i.e., the distinctive name and other special properties of GOD is to be sought out of Vedas. So, the study of Vedas and Vedic scriptures is a must.
In the Vedic scriptures, GOD is described as nirguNa = without the attributes = properties and saguNa = possessing the attributes = properties. This is elaborated by Swami Dayanand as follows:—
nirguNa is one who is free from the (distinguishing) properties of matter such as Illumination, Activity and Inertia Qualities, color, taste, touch, smell, sound, etc.; and of the soul, such as finite power and knowledge, ignorance, passions and desires, and pain of all kinds. This definition is substantiated by the testimony of UpaniShada. 'ashabdam-asparsham-aruupam-avyayam' i.e., He is free from sound, touch, color, and other qualities. Since the GOD does not possess these properties = attributes, so, HE is nirguNa. And saguNa is one who possesses such attributes, as perfect knowledge, perfect bliss, purity, and infinite power. Since GOD possesses these properties, hence HE is saguNa.
Everything in this universe is saguNa and nirguNa. For instance, material objects are called nirguNa, because they are void of the properties and powers of conscious beings, such as will and feelings, etc.; whilst they are also, saguNa, because they possess their own material properties. The same is true of GOD. HE is saguNa, when He is looked upon as possessed of His own attributes, as Omniscience, Omnipotence; and HE is also, nirguNa, being free from the properties of matter and soul (Ref - Light of Truth Chapter 1). Further —
eko devaH sarvabhuuteShu guuDhaH sarvavyaapii sarvabhuutaantaraatmaa. karmaadhyakShaH sarvabhuutaadhivaasaH saakshii chetaa kevalo nirguNaH cha.
(Shvetaashvetara-UpaniShada 6.11)
i.e., GOD is saguNa as the only one Lord is present in all living beings by his subtlety, present in all parts of all objects, head of all acts since works as immanent inducer and administrator, controls all the living being in rules by his potency, exists as lord of all, views the virtue-vice acts of all beings, the warner of all; and HE alone is nirguNa since remain distinct from all and is different from the properties of Qualities of Illumination, Activity, and Inertia.
As per Vedic Scriptures in saguNa form, GOD possesses the properties = attributes of omnipotence, the support of all, the master of all, omnipresence, immanent, omniscient, eternal, holy, viewer, etc.; and in nirguNa form, GOD is formless, unchangeable, beginning-less, unborn, unequaled, unaging, immortal, painless, etc. There are a number of hymns to describe the form of GOD as —
sa paryyagaat-shukram-akaayam-avarNam-asnaaviram shuddham-apaapaviddham. kaviH-maniiShii paribhuuH svayambhuuH yaathaa-tathyato.a-rthaan vyadadhaat-shaashvatiibhyaH samaabhyaH. Yajurveda 40.8.
i.e., the GOD is prompt, omnipotent, devoid of three types (gross, subtle, and causative) of bodies, pore-less, cannot be divided into parts, does not come in the bonds of the nervous system, always pure and holy since not related to nescience, HE never gets related to vice, never perform vice and never likes vice, HE is omnipresent and omniscient and knows the mental modifications of all Souls, condemn the vice-doers, beginning-less i.e., do not come in existence by a conjunction of more than one objects and never dies by separation, who does not have parents, never comes in the womb, who is never born, never dies, that alone is GOD and gives His knowledge in the form of Vedas to the Souls for their well-being. HE alone is worth worshipping.
Swami Dayanand had defined the GOD, in three places, as follows:-
1. GOD is one whose qualities, acts, nature, and form are truth only, who is a conscious object only, and whose holy properties are unique, omnipotent, formless (= devoid of the limit of any shape), omnipresent, beginning-less, and endless, etc.; whose nature is indestructible, knowledgeable, blissful, pure, just, compassionate, and unborn, etc.; whose acts are creation, administration, and destruction of the universe and providing fruition of sin and virtue acts to all Souls. (Arya-uddeshya-ratnamaalaa - 1).
2. The first 'GOD' whose names are ‘Brahma’, ‘Parmatmaa’, etc., is with characteristics of pure existence, consciousness, and bliss, whose qualities, acts, and nature are pure. The one who is omniscient, formless (= devoid of the limit of any shape), omnipresent, unborn, infinite, omnipotent, kind, just, the doer of all creation, sustainer, destroyer, giver of fruits of their deeds to all Soul with true justice, etc. I accept him as GOD. (Svamantavya-amantavya-prakaasha 1).
3. GOD is existent, conscious, and blissful, is formless (= devoid of the limit of any shape), omnipotent, just, merciful, unborn, endless, unchangeable, beginningless, unequaled, the support of all, lord of all, omnipresent, internal controller of all, unaging, immortal, fearless, eternal, pure, and creator of the universe. He alone is worthy of being worshipped. (Rules of Arya Samaj 2).
Here the question arises as to why Seer Patanjali had described the GOD as a non-possessory of afflictions, actions, fruition, and impressions. Why not had he given the positive properties of GOD? The answer to this question is that the Yogi had to perform accessories of Yoga in order to achieve salvation. As the distinct Conscious Supreme Soul GOD is untouched by the afflictions, actions, fruition, and residual potencies, in the same way, the Soul will have to become untouched by the afflictions, actions, fruition, and residual potencies in order to achieve salvation. Souls remain involved in the life-death-life cycle and experience pains in various life states since they remain in the bonds of afflictions, actions, fruition, and residual potencies. Although the Soul and GOD are conscious objects, yet GOD remains untouched by these and always remains in pleasure, is ever free, and is the administrator and controller of the universe. On the other hand, the Soul by coming in contact with the Matter gets conjunct with the Matter due to nescience, comes in the bonds of actions, their fruition, and residual potencies, and thereby experiences pains by moving in the vicious life-death-life-cycle. So, the Soul will have to get freedom from the afflictions, etc. in order to achieve salvation, only then he will be able to get the base of GOD and thereby get released from the bonds of Matter as well as life-cycle and will not experience pains.
By the explanation of this aphorism, it seems that the Soul, on achieving salvation, will never come back in the life-cycle again. As there is a possibility of future bondage for the Prakritiliinas, but in the case of Soul, who had achieved salvation, there is a reference to three types of bonds before salvation, however, there is no mention of future bondage for him. In this regard, there is a clear-cut statement of future bondage for the emancipated Souls, after the expiry of a period of salvation, in the Vedas. So, it is not proper to believe in contrary beliefs. In this regard, Swami Dayanand had given the testimony of Vedas, in his work - Light of Truth - Chapter 9, as below:-
kasya nuunam katam-asyaamritaanaam manaamahe chaaru devasya naama. ko no mahyaa aditaye punardaat pitaram cha drisheyam maataram cha.
agnervayam prathamasyaamritaanaam manaamahe chaaru devasya naama.sa no mahyaa aditaye punardaat pitaram cha drisheyam maataram cha. (Rigveda 1.24.1-2)
(Query) Whose name should we consider pure? Who exists eternally within the immortal objects? Who gives us birth in the human body after the salvation period and gets us in contact with the mother and father?
(Answer) We should consider the name of GOD who is eternally self-illuminating, ever free, unborn, as pure on whose base we experience bliss and pleasure during salvation and HE makes us take birth in human life after the salvation period and get us contact with the mother and father. HE alone administers salvation; HE alone is Lord of all.
Similarly, Seer Kapila said in Saankhya philosophy as —
idaaniim-iva sarvatra naatyanta-uchchhedaH. (Saankhya 1.159)
i.e., as the bonded and emancipated Souls exist in the present, so, they exist at all times. There is no ultimate discontinuance of the state of bondage and salvation, but both these states continue, in sequence, ever.
Bhoja also accepted the principle of rebirth after the salvation period in his explanation of this aphorism by saying - 'the emancipated Soul, on taking birth after the salvation time, get connected with the afflictions, action, fruition and residual potencies and every time they are to adopt the means to achieve salvation as prescribed in the Vedic scriptures and destroy the afflictions'.
So, after the salvation period, on account of eternally existing residual potencies and an un-fruited vehicle of action, the Soul comes into the life-cycle of the world as per the system of GOD and takes birth again. So, possibilities of future bondage for prakritiliinas and no bondage for emancipated Souls are to be understood with regard to present creation only.
