Sutra in English : tatra niratishaya.m sarvaj~nabiijam.25.
Meaning in English : (tatra) In GOD (sarvaGYabiijam) seed of omniscient is (niratishayam) not exceeded = surpassed.
Swami Dyanand Saraswati Gloss : In whom the eternal omniscient knowledge exists, He is GOD. His properties of knowledge etc. are limitless and HE is extreme in the properties of knowledge etc. His power is limitless and on the other hand, there are limits to the powers of Souls. So, it is the duty of Souls that they should worship GOD in order to increase their knowledge.

Meaning In English : (atiita-anaagata-pratyutpannaH) Out of the past, future, and present objects = subjects (yat idam) the knowledge, which of (pratyekam) one type or (samuchchayaH) collective type or (ati-indriya-grahaNam) ultra-sensuous type and is (alpam) smaller and (bahu) larger in the different individuals, is (sarvaj~na-biijam iti) the seed of omniscient. (yatra) In the Soul, where (etat) this ultra-sensuous knowledge (vivarddha-maanam) increases with the argumentation (nirati-shayam) reaches the stage of farthest limit, where it cannot be violated, (saH) that Soul is (sarvaj~naH) omniscient. (asti) There is (kaaShThaa-praaptiH) the highest limit of (sarvaj~na-biijasya) seed of omniscience, (saatishayatvaat) because of larger or smaller manifestation of intelligence (parimaaNavat iti) as in case of dimension. (As the smaller dimension exists in the atom and the largest dimension exists in the sky). (yatra) Wherever (j~naanasya) the knowledge (kaaShThaa-praaptiH) reaches the highest limit (saH) He is (sarvaj~naH) omniscient (cha) and (saH) He is (puruSha-visheSha iti) distinct soul = supreme Soul = GOD.
(anumaanam) The inference is (kritopakShayam) of service only in (saamaanya-maatra-upsa.nhaare cha) giving the general properties of objects, it has (na samartham) no capability of giving (visheSha-pratipattau iti) the special qualities = properties of the object. So, (sanj~naadi-visheSha-pratipattiH) the distinctive name and other special properties of (tasya) GOD (paryanveShyaa) is to be sought out of (aagamataH) Vedas.
Although (tasya) GOD has (aatmaanugrahaH-abhaave api) no purpose = desire of His own benefits = wills by creation. His creation is (prayojanam) purposed for (bhuutaanugrahaH) compassion of other souls. "I (uddhariShyaami) shall uplift the (sa.nsaariNaH puruShaan) the souls involved in the creation = worldly objects, by (j~naana-dharma-upadeshena) teaching them knowledge and virtue (kalpa-pralaya mahaa-pralayeshu iti) throughout manifestation, holocaust, and the great holocausts" is the only purpose of GOD. (tathaa cha uktam) And so, it has been said that — (aadi-vidvaan) The first wise being, (bhagawaan) full of all prosperity, (paramariShiH) the revered Great Sage = i.e., the Supreme Soul GOD (nirmaaNa-chittam adhiShThaaya) informed self-made mental vehicle (kaaruNyaat) out of compassion (tantram provaacha) revealed his sacred teaching = Vedas to (aasuraye) the souls (jij~naasamaanaaya iti) who are yearning to know.
Vedic Commentary in English : After advising the devotion to GOD, as the fastest means to achieve the trance, now the form and properties of GOD are being explained in these aphorisms. GOD is omniscient since the ultra-sensuous knowledge is not surpassed in Him. In the case of Souls, this ultra-sensuous knowledge is of various levels varying from little to more knowledge. This little or more knowledge, while increasing when reaches a stage where it cannot be violated i.e., where it is at the most extreme level, that stage is known as the stage of omniscient. The Soul in which such knowledge exists at the extreme level that it cannot be surpassed, i.e., no one can violate such knowledge at any time, in any position, that Soul is omniscient. And that distinct Soul is GOD. The object which is with limits, its dimensions do change according to the object. As the dimension in the case of an atom is smallest and in the case of the sky it is the largest i.e., there is no object smaller than an atom and larger than the sky. In the same way, where the knowledge reaches the highest limit, that is omniscient and that is GOD.
For proving the existence of GOD, the inference is used by Seer Vyaasa, in this aphorism. The statement is - 'There is the highest limit of the seed of omniscience; the reason is - 'because of larger or smaller manifestation of intelligence', and the example is - 'as in case of dimension'. However the inference is not capable of giving the specific properties of an object, it can only explain the general properties. Hence Seer Vyaasa had indicated that for the distinctive name and other special properties of GOD, one should study Vedas. In Vedas the names and properties of GOD are given as below:-
indram mitram varuNam-agnim-aahuratho divyaH sa suparNo garutmaan. ekam sadvipraa bahudhaa vadantyagnim yamam maatarishvaanamaahuH. Rigveda 1.164.46
i.e., as there are names like Indra etc. for the fire (=Agni), so, there are thousands of names like Agni, etc. for one GOD. It should be understood that as many are the acts, nature, and properties of GOD, so, many are His names. (Swami Dayanand Saraswati)
tadevaagniH-tadaadityaH-tadvaayuH-tadu chandramaaH.
tadeva shukram tad brahma taa.a aapaH sa prajapatiH. Yajurveda 32.1.
i.e., as names like Agni, Aaditya, Vaayu, Chandrmaa, Shukra, Brahma, Ap, and Prajaapati, etc. are the secondary names of GOD, so, are Indra, etc also. It should be understood that HIS worship alone is fruitful. (Swami Dayanand Saraswati)
agnirhotaa kavikratuH satyaH-chitrashravastamaH.
devo devebhiraa gamat. (Rigveda 1.1.5)
i.e., from the word 'agni', GOD is cognized on account of properties of support of all, omniscience, creator of all, immortality, blissful, omnipotence, etc., and being the manifestator of all; and fire is cognized on account of properties of attraction, etc. and bearing of material objects. (Swami Dayanand Saraswati)
In the same way, Seer Yajvalkya while replying to the question of Gargi about the GOD, in BrahadaaraNyaka-upaniShada, said that - O Gargi! the knower of GOD tells him 'akShara' i.e., one who never get destroyed. He is not gross, nor atom, nor small, nor large, nor colorful i.e., red, etc; He is not oil, nor shadow, nor dark, nor air, nor sky, nor related to anyone, nor taste, nor smell, nor visible through eyes, nor grasped by hearing, nor spoken by words, nor can be meditated by mind, nor breath, nor mouth, nor external, and nor an object whose beyond anything else exist. He does not experience anything, nor does someone else experience HIM.(3.8.8)
O Gargi! HE cannot be seen by others, but sees all; cannot be heard, but hears all; cannot be meditated, but meditate all; cannot be known, but knows all; none else other than HIM is the viewer of all; none else other than HIM is a hearer of all; none else other than HIM is meditater of all; none else other than HIM is the knower of all. O Gargi! you must know with surety that this sky is pervaded by HIM. (3.8.11)
HIS primary name, as per Yajurveda 2.13 and 40.17, is 'AUM' and this is explained in our commentary on aphorism 1.27. In this way, the detailed properties and forms of GOD are available in Vedic scriptures.
GOD, being extremely knowledge-full, blissful, ever holy, and ever free, etc., has no self-purpose or interest in the creation of this universe. But He has created this universe for the compassion of other Souls i.e., He advises the Souls for Virtue and Knowledge through Vedas so, that, when they get the human body as per fruition of their own vehicle of actions, they can move on the path of virtue and knowledge, and achieve the ultimate goal of salvation by the worship of GOD and live in His pleasure and bliss. This is the purpose of the creation of the universe by GOD. So, the eternal and first-ever intellectual of the universe i.e., the supreme Soul GOD, by being compassionate, had given the knowledge of Vedas to the Souls. By referring to this aphorism Swami Dayanand wrote that - it is prudent for the Souls to worship GOD always in order to increase their knowledge.
Here in Vyaasa commentary by the word 'aasuri' most of the commentators had referred to the pupil of Seer Kapila named as 'aasuri'. However, the knowledge of Vedas was given at the beginning of the creation itself which flowed, by the teacher-pupil system, from the ancient saints and reached up to Seer Kapila and then from Seer Kapila to his pupils and ultimately reached up to us in the present time. So, Vedas were not advised by Seer Kapila on his own, nor he was the first teacher of Vedas. There is a mistake while understanding the meaning of the word 'aasuri' used in this aphorism. As per Sanskrit literature, 'aasuri' is one who is a son of 'asura'. The word 'asura' was used for GOD, cloud, air, teacher, and wicked, etc. It was not established for the wicked only, as per the present time. The word 'asura' is used in many places in Vedic hymns for which different meanings are given by various commentators. For example —
1. Swami Dayanand wrote the meaning of 'asurah' used in Rigveda 3.3.4 as - 'one who throws the various heavenly bodies to proper places in the universe', who is clearly GOD only since no one other has such potency.
2. Swami Dayanand wrote the meaning of 'asurah' used in Rigveda 1.35.7 as - 'one who gives the life-breath or one who supports the life-system = breath, is called 'asura'. Here GOD and Sun both have such powers and they both support the life system hence termed as 'asura'.
3. Aacharya Saayana wrote the meaning of 'asurah' used in Atharvaveda 1.10.1 as - 'one who controls the wicked and vice doers'. Here GOD is only referred to since HE alone is capable of complete control of vice-doers.
4. As per one other explanation 'asura' is one who gives the breath = life-power. Since GOD is the give of life-power to living beings, HE is known as 'Asura'.
The Soul being the Son of the Supreme Lord GOD, so, he alone is 'aasuri' to whom the knowledge of Vedas was given by the GOD at the beginning of creation. HE gives the knowledge of Vedas at the beginning of every creation, after every holocaust, and great holocausts. The great holocaust is the period of salvation when the Soul remains in the bliss and pleasure of GOD and remains away from the life cycle and every type of pain. HIS knowledge is for every Soul, and every Soul when comes to a life state of a human being, where he can achieve and increase his knowledge and can use HIS knowledge given in the form of Vedas for the well-being of himself as well as the well-being of the whole human race.
