Sutra in English : Righteousness (= Dharma)
Swami Dayanand Saraswati Commentary : whose nature is to follow the ordains of GOD and to do fair justice without any bias for the well-being of all, which is acceptable to all human beings since is well examined by testimony-based principles of Perception and is according to Vedas, it is called Righteousness'.

महर्षि दयानन्द व्याख्या : जिसका स्वरूप ईश्वर की आज्ञा का यथावत् पालन और पक्षपात रहित न्याय सर्वहित करना है, जो कि प्रत्यक्षादि प्रमाणों से सुपरीक्षित और वेदोक्त होने से सब मनुष्यों के लिये यही एक मानना योग्य है उसको 'धर्म' कहते हैं ।
