Sutra in English : yogashchittavRRittinirodhaH .2.
Meaning in English : (yogaH) Yoga is (nirodhaH) restraint of (chitta-vrittiH) modifications = affairs of the mind.
Swami Dayanand Saraswati Commentary : The mental activities should always be restrained from subjects other than GOD and from unrighteousness at the time of worship and at the time of taking part in social affairs. And non-restraint is said to move away from GOD by disobeying his teaching and getting involved in sinful and unrighteous activities.
(Rigvedadibhasyabhuumika - on Worship)
A man ought to first check his mind from those activities which are the result of disturbing energy and Inertia properties (Rajas and Tamas), and his activities should be dominated by the Illuminating property, then after restraining his mind even from those Illuminating properties activities, should concentrate i.e., should aim his mind on GOD and virtuous acts only, and restrain all other activities of the mind.

Ancient seer Meaning in English : (sarva-shabda-agrahaNaat) Because the word "All" is not used before mental modifications or since "mental modifications" is said in place of "all mental modifications", so, (sampraGYaataH api) cognitive trance is also, (aakhyaayate) termed as (yogaH iti) yoga. (chittam hi) The mind (being the first product of Matter) is possessed with (triguNam) three elements = qualities namely (prakhyaa-pravritti-sthiti-shiilatvaat) Illumination (by which one knows the subjects = objects), Activity (= movement), and Inertia (= stability).
(hi) Although (chitta-satvam) the mental essence = mind is (prakhyaa-ruupam) illuminating in nature i.e., making the objects known to the Soul, when (samsriShtam) mixed up with (rajas-tamo-bhyaam) disturbing energy = Activity and Inertia properties, it (aishvarya-viShaya-priyam bhavati) likes = loves power and objects of senses. (This state of mind is called wandering = disturbed).
(tadeva) The same mindset when (tamasaa-anuviddham) is affected mainly by Inertia i.e., when the qualities of Illumination and Activity = energy are on low-fold i.e., minimizes and Inertia Quality is mainly working, then it (adharma-aGYaan-avairaagya-unaishvaryopagam bhavati) approaches vice, ignorance, absence of desirelessness, and supineness. (This state of mind is called stupefied = forgetful).
(tadeva) The same mindset, when (prakShiina-moha-aavaraNam) veil of Inertia property = forgetfulness removed and is (sarvataH) all around (pradyotamaanam) shining, but (rajomaatrayaa anuviddham) affected by the touch of disturbing energy (dharma-GYaana-vairaagya-aishvaryopagam bhavati) approaches virtue, knowledge, desirelessness, and powers masterfulness. (This state of mind is called distracted).
(tadeva) The same mindset when (rajolesha-malaapetam) the impurity of disturbing energy (=rajas) is removed, (svaruupa-pratiShTham) stays in its real form. At this stage, it (sattva-puruSha-anyataa-khyaati-maatram) possesses the distinctive knowledge between the sattva = the mind, which is the first product of Matter, with the principal Quality of Illumination and the pure conscious object = Soul, and with this distinctive knowledge (bhavati) approaches the (dharma-megha-dhyaanopagam) state of trance which is called as the "Cloud-of-Virtue." (This state of mind is called as one-pointed and this trance is the highest state of Cognitive Trance). (tat) This state of Mind (aachakShate) is called by (dhyaayinaH) the Yogis (= the achievers of trance), as (param prasankhyaanam iti) the highest intellection.
(chiti-shaktiH) The real power of consciousness i.e., the Soul (apariNaamiNi) remains unchanged from Nature's qualities i.e., Illumination, Disturbing energy, Inertia, and/or qualities of objects made of nature, (aprati-sa.nkramaa) does not go from object to object, or not get mixed with the mind or its qualities (i.e., the qualities of mind do not find any room in the Soul), (darshita-viShayaa) the objects are shown to it by the Mind, (suddhaa cha) it is pure in its form, and (anantaa) infinite = endless i.e., it has no end; in other words, it is never born and nor die).
(cha) And (ataH) from this real power of consciousness = Soul, (iyam) this phenomenon of (sattva-guNaatmikaa viveka-khyaati iti) the knowledge of distinct nature of the above two, which is present in the Illuminative Quality of mind and primarily affected by it, is (vipariitaa) opposite thereof. (ataH) So, (chittam) the mind (tasyaam viraktam) freed from attachment to that, i.e., distinctive knowledge of two, (niruNaddhi) restrains (taam-api khyaatim) even the above form of distinctive knowledge. (tadavastham) In that state, the mind is (sa.nskaaropagam bhavati) possessed with residual potencies = impressions of actions only. (sa) That is (nirbiijaH samaadhiH) the seedless trance. (tatra) In that stage, (na ki~nchit sampraGYaayata iti) none of the objects known through the mind till the stage of cognitive trance is cognized, so, (asampraGYaataH) it is called Ultra-cognitive trance. (This state of mind is called restrained).
(sa) This (chitta-vritti-nirodhaH) restraint of mental modifications, is (dvividhaH yogaH iti) two-fold yoga i.e., two types of trances - Cognitive trance and Ultra-cognitive trance.
Vedic Commentary in English : There are four words in this aphorism — Yoga, mind, modification, and restraint. Word Yoga is formed from the Sanskrit root "yuj samaadau" and its meaning is explained in the first aphorism. The word mind is formed from the Sanskrit roots "chitii sa.nGYaane" and "chiti smrityaam". It means the feature of the mind is having knowledge and remembering the objects = subjects known. It also works as a means to determine the nature of other objects. Modification can be described as "gunaiH yuktaH chittasya vyaapaaraH vrittiH, aitat eva nirodhavyaH" which means external as well as internal functioning = movement of mind on account of properties of Illumination, etc. is a modification, and it is to be restrained = checked. The mind is always involved in one of the modifications and restraint of these modifications is called Yoga.
The scripture of Yoga is mainly aimed at GOD. So, Swami Dayanand Saraswati while explaining this aphorism said — "The mental activities should always be restrained from subjects other than GOD and from viciousness at the time of worship and at the time of taking part in social affairs." It means that at the time of Worship the mental modifications of subjects other than GOD and at the time of social affairs the modifications of viciousness are to be restrained, and this is Yoga. In this GOD is cognized in the state of Ultra-cognitive Trance.
Yajurveda 11.1 clearly advises for the concentration of mind —
yu~njaanaH prathamam manastattvaaya savitaa dhiyaH.
agneH-jyotiH-nichaayya prithivyaa.aadhyaabharat.
Swami Dayanand Saraswati explains the hymn by saying — The person willing to achieve attainments, should check the modifications of the mind and perform Yoga to cognize the real form of the objects and GOD. He should be well-versed in the teaching of Yoga.
Here one should check, and restrain the modification of mind to know and cognize the GOD. The result of this is that he is able to know the real form of GOD and GOD also, blesses him and attaches his mind to himself. So, Yoga is performed by checking the modifications from the beginning itself.
Query — In the state of Ultra-cognitive Trance, all the modifications are restrained. Vyaasa has clearly mentioned that "na tatra ki~nchit sampraGYaayata iti asampraGYaataH." i.e., nothing is properly cognized in this state. Then if the modifications relating to GOD exist in the mind, Ultra-cognitive Trance will not be achieved. So, the meaning given by Swami Dayanand Saraswati is not in accordance with the teachings of Seer Patanjali and Seer Vyaasa.
Solution — The meaning of the above quotation is given above. This confusion is caused by the subject matter is not properly understood in the context. In Ultra-cognitive trance, none of the objects i.e., gross objects, subtle objects, egoism, mind, etc., and other subjects that were cognized in the cognitive trance, do not become base for it; and are not even desired in this state. All the modifications of the mind till the state of cognitive trance are restrained, and the mind has overcome the state of active modifications.
GOD is the principal aim = target for the Soul, and as per the Vedas and other scripture, real cognition of GOD = knowledge of GOD is the means to achieve salvation; as —
tameva viditvaati mrityumeti naanyaH panthaa vidyate.ayanaaya. Yaju 31.18.
The devotee overcomes the life-cycle only after cognizing = knowing the GOD, there is no other way for salvation.
manasai vedamaaptavyam neha naanaasti ki~nchan.
mrityoH sa mrityum gachchhaati ya iha naaneva pashyati.
Katha-UpaniShada 4.11.
GOD can be achieved through the mind which has become pure by the practice of scripture. There is no difference of opinion in the scripture about knowledge of the Supreme Lord, and the one who sees = views difference in HIS knowledge (knowledge of GOD) remains in the clutches of life-cycle. In this UpaniShada, Yamacharya explains the GOD's knowledge to the Nachiketa and clearly advises that GOD only is the supreme aim for the Soul. Similarly—
yo vaa etadakSharam gaargya-viditvaa.asmaat-lokaat-praiti sa kripaNo.atha ya etadakSharam gaargi viditvaa.asmaat-lokaat-praiti sa braahmaNaH. Brihadaarnayaka UpaniShada 3.8.10.
The one who goes out from this world = life without knowing the GOD, he is merci-able and the one who goes out from this world = life after cognizing the GOD, he alone is the Seer = intellectual.
ihaiva santo.atha vidmastadvayam na chedavediH-mahatii viniShTaH.
ya etad-viduramritaaste bhavantyathetare duHkhamevaapiyanti.
Brihaddaranyaka UpaniShada 4.4.14.
If we are able to cognize, by all means, the GOD in the present life, then it is all-right, otherwise, there will be a total loss for us since we will remain ignorant. Since the teaching of the scripture is that those who know GOD remain in pleasure forever and others experience pain in the coming lives.
aatmano vaa are darshanena shravaNena matyaa viGYaaneneda.n-sarvam viditam. Brihaddaranyaka UpaniShada 2.4.5.
By the knowledge of the Supreme Soul = GOD, by cognition, by meditation = pondering, and by knowing HIM in real form, everything in this world is known and everything is achieved. So, we see that GOD is the principal aim for the Soul.
The nature of supreme desirelessness, the mean for Ultra-cognitive Trance, is explained by saying — tatparam puruSha-khyaateH guNavaitriShNyam. (Yoga 1.16) i.e., supreme desirelessness is becoming indifferent towards the "Qualities" on cognizing the Soul. Here the yogi, on cognizing the Soul in the state of Egoistic Cognitive Trance, becomes thrust-less towards the "Qualities" and as a result is able to achieve the state of Ultra-cognitive Trance. Seer Vyaasa wrote that the highest perfection of discriminative knowledge is desirelessness. And the highest perfection of knowledge cannot be achieved without the knowledge of GOD. In this regard, Shounak asked Seer Angiraa in Mundaka-UpaniShada —
kasminnubhagavo viGYaate sarvam-idam viGYaatam bhavati iti. MuNdaka 1.1.3.
By the knowledge of which object, everything else is considered as known? i.e., what is that knowledge, after which nothing is required to be known? In reply to this Seer Angiraa advises him about GOD. So, knowledge of GOD is the ultimate aim for the Soul.
In the same way, for the fastest means of achieving the trance, it is advised —
Ishvara-praNidhaanaat-vaa. Yoga 1.23
By the "Devotion to GOD" means a surrender of self to GOD by one's full strength, all qualities, vitality, affection of the mind, and dedicating all actions to Him.
It has been clearly explained in the preface that knowledge of GOD is the main aim in the Ultra-cognitive Trance and the Soul becomes eligible to achieve salvation only after cognition of GOD, which is the fruit of Yoga.
Now the modifications of the mind are of the nature of purity, luxuriousness, and ignorance, etc. on account of Qualities of Illumination, Disturbing Energy, and Inertia. Restraint of these modifications with regard to Yoga is to be understood as —
1. Restraint of only luxurious modifications or modifications of ignorance or modifications of purity does not fall in the category of Yoga. In such cases, modifications of luxuriousness and/or ignorance exist in the mind, and the mind remains in a state of stupefied or disturbed-ness and will be suffering from pain and ignorance.
2. Restraint of modifications of luxuriousness and purity is not in the category of Yoga, since due to the existence of Inertia Quality, the mind remains in a stupefied state and will suffer from pain and ignorance.
3. Restraint of modifications of ignorance and purity is not in the category of Yoga, since due to the existence of Activity Quality, the mind is in a state of wanderings.
4. Restraint of modifications of ignorance and luxuriousness is in the category of Yoga. In this state due to the existence of modification of purity only, a devotee is able to achieve cognitive trance and discriminating knowledge.
5. Restraint of all the modifications is Yoga, and it leads to Ultra-cognitive Trance which results in salvation.
By not taking the word "all", the cognitive trance is also, accepted as Yoga. The mind is of the nature of Illumination, Activity, and Inertia and hence possessed of three qualities. It being the product of Matter consists of all its three qualities. Due to the dominance of Illumination Quality, it primarily cognizes the objects; and when the Activity Quality is operative then it moves towards the outward worldly objects and properties like movement, sorrow, grief, jealousy, aversion, worldly enjoyment, pride, distraction, unsteadiness, etc. also, become operative; when the Inertia Quality is operative then properties like un-consciousness, illusion, anger, cruelness, laziness, loss of patience, greed, dirtiness, atheism, etc. also, become operative. The five planes of Mind are to be understood as below:—
1. Disturbed State - In this state, the mind is involved main in worldly affairs and sensuous enjoyment due to the dominance of Activity and Inertia properties. Its movement towards the objects is very sharp and man is mainly inspired by the outward objects on account of imaginary pleasure and experiences a mixture of pain and pleasure.
2. Stupefied State - Due to the dominance of Inertia property, a person is deeply involved in vice, ignorance, absence of desirelessness, and supineness. A person is not able to decide his duty and well-being due to Inertia property and is mainly involved in illusion, anger, cruelness, laziness, loss of patience, greed, lustiness, aversion, violence, etc.
3. Distracted State - In this state, the mind is occasionally steady, on account of the weakness of the Inertia property. The Illumination property along with the Activity property becomes active and as a result, the person moves toward virtue, knowledge, desirelessness, and powers. The person tries to avoid the means of pain and tries to get the means for pleasure.
Yoga is not possible in all these planes of mind. Since in these planes, the cognizance of the real form of an object, removal of afflictions, and loosening of bonds of action do not take place, hence these are not considered useful for Yoga.
4. One-pointed State — In this state, on account of the dominance of Illumination property, impurities of even Activity property are removed, and the mind is established in its own form. Yogi is able to cognize the distinction between the Soul and the Matter. In the highest stage of this, the devotee is able to achieve a trance named "Cloud-of-Virtue" and its nature is described in aphorism 4.29. This is the highest intellection. Discriminative knowledge means knowledge of the distinction between the Soul and Mind which is the product of Matter.
5. Restrained State — The Discriminative Knowledge which is achieved in the Cognitive Trance is the form of Illumination property. This discriminative knowledge is inferior to the Soul. Yogi sees a defect in this and does not desire even this. This is called supreme desirelessness. With the help of this, he even does not desire the Qualities = Properties of Matter and achieves Ultra-cognitive Trance. In this state, all the modifications of the mind and all types of knowledge are achieved till the state of Cognitive Trance is restrained. This is called a restrained state of mind. GOD remains the only and prime object in the Ultra-cognitive Trance and Yogi cognizes HIM. Since there remains no base other than GOD in this state, hence it is also, called Seedless Trance.
Seer Vyaasa had defined the nature = form of the Soul = Consciousness, as —
1. Changeless (apariNaamii) - There is no change in the form of the Soul. There is no change as takes place in the Qualities of Illumination etc. i.e., change of characteristics, secondary qualities, and condition. The soul is called perfectionally eternal. On the other hand, Matter is changeable. This whole world is made from Matter.
2. aprati-sa.nkramaa - This concept is explained in two ways - The Soul does not go out to other objects like the mind, etc.; and he has no attachment to material objects. He never gets mixed up with the Mind and Qualities hence is un-attached and indifferent. The properties, characteristics, and nature of the Mind / Qualities find no room in the Soul. On account of the above qualities, some people say that the Soul is action-less. But as per the scriptures, this is not correct. All the actions and modifications of the mind take place due to the existence of the Soul in the body. But as the mind gets mixed up with the material objects = subject, that type of mixing does not take place in the case of the Soul. Seer Vyaasa has clarified the concept in aphorism 1.24 by saying - "The four i.e., afflictions, action, fruition, and residual potencies, while really existing in Mind, are attributed to the Soul since he is the enjoyer of these."
3. darshita-viShaya - Soul only experiences the fruits of actions, afflictions, and residual potencies hence said as a viewer of these. The Soul is the object to whom all these material objects are shown. Matter, being inanimate and conscious-less, cannot see = view, and experience itself and its products, and the same is true for the Mind also, since the Mind is the first product of Matter. In reality, experience and salvation are for the Soul only, since - "bhoga-apavargaartham drishyam" (Yoga 2.18) i.e., the purpose of the matter is to provide experience and salvation to the Soul. Similarly, in Saankhya philosophy it has said - "sanhata-paraarthatvaat" (Saankhya 1.140) i.e., Whatever is made from a mixture of other objects, is called a mixed-up product, and that too is for the other. Mixed-up objects, being inanimate, are for the other. That, other is "Soul" which is not a mixed-up product. Hence Soul only is said to a viewer and experiencer of material objects.
4. Pure - The Soul is said as pure. He is pure by form. Impurities are caused on account of attachment towards Qualities and afflictions. On removal of causes, instrumental impurities get also, removed. Afflictions are impurities and these exist in the mind, not in the Soul. All the modifications are in the form of pain, pleasure, and illusion (Vyaasa on Yoga 1.11). Similarly, being not attached to the three Qualities, the Soul is pure only.
5. Infinite - There is no end to the Soul, he never gets destroyed. Objects made of Matter are finite and hence get destroyed with time. but the conscious object is infinite. There is neither any beginning = birth time of the Soul nor any ending time hence is said as infinite.
Soul with such form and nature is superior as compared to discriminative knowledge. Cognition of the Soul is the pre-condition for cognition of GOD.
Hence restraint of modifications is of two-fold Yoga, i.e., Cognitive and Ultra-cognitive Trance.
