Sutra in English : jaatyantarapariNaamaH prakRRityaapuuraat.2.
Meaning in English : (jaatyantara-pariNaamaH) Change to another genus = other body in the next life-state (prakriti-aapuuraat) takes place by filling up of material cause.
Ancient Seer Commentary in English : puurvapariNaamaapaaya uttarapariNaamopajanasteShaamapuurvaavayava-anupraveshaadbhavati. kaayendriyaprakRRitayashcha sva.m sva.m vikaaramanugRRihNantyaapuureNa dharmaadinimittamapekShamaaNaa iti.
Ancient seer Meaning in English : (teShaam puurva-pariNaama-apaayaH) On the destruction of the previous change of body and organs available in the present life-state (uttara-pariNaama-upajanaH) creation of the next change of body and organs (bhavati) takes place (anupraveshaat) by filling up of (apuurva-avayavaH) new atoms. (cha) And (kaayendriya-prakritayaH) material causes of body and organs (= which are gross objects and Egoism respectively) (anugrihNanti) favors (svam svam vikaaram) each their own modifications (aapuureNa) by filling up new atoms (dharmaadi-nimittam apekShamaaNaaH iti) which again is as per the necessity of virtue and vice as the incidental-cause.
Vedic Commentary in English : In this aphorism for attainment by birth, change to another genus is explained. Seer Patanjali said that change that takes place for the Soul for the next life-state is done by filling up the material cause of the body and organs. Seer Vyaasa had clarified the conception in the following words on the destruction of the previous change of body and organs which was available in the present life-state, creation of the body and organs for the coming life-state is done by filling up of new atoms of material causes of body and organs i.e., material causes of the body which are gross objects in the form of earth, water, fire, air and sky, and of organs which is Egoism. It has to be kept in mind that Seer Vyaasa had said that the material cause of the body and organs are being filled up, not just merely entering. The secret behind this is that the Soul enters first in the womb or egg for a new life-state, and then atoms of material cause the body and organs to enter there, in order to create a new body for the Soul.
The Soul remains pervaded by the subtle body, primarily by the mind and his accumulated vehicle of actions also exists in the mind only. The Soul gets the next life-state on account of incidental causes of his accumulated virtue-vice etc. So, as is the type of his vehicle of actions, such type of change of life-state is provided to him in the fruition system of GOD. The Soul moves to the type of next life-state which is receivable on account of his vice-virtue vehicle of actions, in order to get that life-state; and here for him, the new change of physical body and organs takes place by entering = filling-up of new atoms of gross objects and Egoism in the womb = egg, on the basis of his accumulated virtue and vice. So, if he has to receive the life-state of human-being, then in the womb of a woman, a change of physical body and organs takes place by filling up of new atoms (of similar type) of gross objects and Egoism; and if he has to receive the life-state of animal, then for that in whichever womb or egg he enters for receiving such life-state, there the change of physical body and organs takes place by filling up of new atoms (of similar type) of gross objects and Egoism.
The commentary of Bhoja on this aphorism is against the principle of scriptures since the change of life-state cannot take place in the present physical body during the lifetime. Here it is to be understood - 'what is life-state ?'. In this regard, Swami Dayanand said that - "life-state is that which remains from birth to death, which is available as a type in many people and is created by GOD i.e., man, cow, horse, tree, etc." (Arya-uddeshyaratnamaalaa - 38). This conception of life-state is according to the conception of Seer Patanjali and Seer Vyaasa since both the seers take the meaning of 'birth' from the term 'life-state', being the fruition of acts in aphorism 2.13. So, even no yogi can make any change in the physical body and organs in the present birth for himself or for anybody else.
So, the reference to a change of life-state in the present birth by some of the commentators is based on Bhoja-commentary only, which cannot be established by Vyaasa-gloss. The meaning of the life-state change of 'Nandiishwar' and 'Nuhusha' is already described in our commentary on aphorism 2.12. Seer Vyaasa gave reference to these examples in the next aphorism also.
From this aphorism, it is clear that on account of the incidental cause of virtue-vice, changes in the physical body and organs take place in every life-state for the Soul. So, it is also the wrong conception, which is propagated by some people = followers of any religion, that man takes the birth of man in every life-state and animal takes the birth of a particular animal only in every life-state. This is again a type of nescience only.
