Component Word : tataH tadvipaakaanuguNaanaam eva abhivyaktiH vaasanaanaam.
Sutra in English : tatastadvipaakaanuguNaanaamevaabhivyaktirvaasanaanaam.8.
Meaning in English : (tataH) From the three-fold acts = virtuous, vicious, and mixed-up acts, (abhivyaktiH) manifestation (vaasanaanaam) of residual potencies is (tad-vipaaka-anuguNaanaam) according to the fruition of those acts (eva) alone.
Ancient Seer Commentary in English : tata iti trividhaatkarmaNaH tadvipaakaanuguNaanaameveti. yajjaatiiyasya karmaNo yo vipaakastasyaanuguNaa yaa vaasanaaH karmavipaakamanusherate taasaamevaabhivyaktiH. na hi daiva.m karma vipachyamaana.m naarakatirya~NmanuShyavaasanaabhivyaktinimitta.m sambhavati. kintu daivaanuguNaa evaasya vaasanaa vyajyante. naarakatirya~NmanuShyeShu chaiva.m samaanashcharchaH.
Ancient seer Meaning in English : (tataH iti) The word "tatah" means (trividhaat karmaNaH) from three-fold acts; and (tad-vipaaka-anuguNaanaam eva iti) manifestation of potencies is according to the fruition of those acts alone. (yaH vipaakaH) Whatever is the fruition (= in the form of life-state etc.) of (yat jaatiiyasya karmaNaH) whichever class of acts (= virtuous, vicious, etc), and (tasya anuguNaaH) according to the fruition of those acts (vaasanaaH) the residual potencies (yaaH) which (karma-vipaakam anusherate) follows that fruition of acts, (taasaam eva) those alone (abhivyaktiH) are manifested. (hi) Since (daivam karma) acts which are of intellectuals = godly class (vipachyamaanam) while fructifying (nimittam na sambhavati) cannot become a cause of (naaraka-tirya~Ng-manuShya-vaasanaa-abhivyakti) manifestation of residual potencies which are adequate to the state of hell-born, animals, men, etc; (kintu) but (asya vaasanaaH) its residual potencies (vyajyante) are manifested (daiva-anuguNaaH eva) according to the fruition of godly acts = acts of intellectuals and ascetics. (evam) Similarly (samaanaH charchaH) the operation of the rule is the same (naaraka-tirya~Ng-manuShyeShu cha) in the case of the hell-born, animal, and man life-states.
Vedic Commentary in English : One remains involved in the life-cycle through the performance of three-fold acts = virtuous, vicious, and mixed-up acts. In this life-cycle, the Soul gets life-state, lifetime, and experience according to those acts in the fruition system of GOD. It means that Soul gets the life-state = type of physical body on the basis of the accumulated vehicle of actions in the mind and on the basis of those acts alone he gets a lifetime and experiences (Ref - tat-cha janma tenaiva karmaNaa labdhaayuShkam bhavati. tasmin-aayuShi tenaiva karmaNaa bhogaH sampadyata iti. Vyaasa on 2.13 above). So, on the basis of his accumulated vehicle of actions, Soul gets the life-state of intellectuals, normal human beings, animals or stable = non-moving tree, etc.
Potencies of eternal life-states are present in the mind, which is the part of the subtle body, of the Soul. The meaning of potencies is residual potencies generated according to afflictions, three-fold acts, and the experience of fruition of those acts. Potencies of mind are said to be of two types — (1) producing the memories, and (2) producing the fruition of life-state, lifetime, and experience. The fruition system of life-state, lifetime, and experience is explained by Seer Patanjali in aphorism 2.13. The system of producing memories is explained in this aphorism. Seer Vyaasa explained the potencies generating memories, in aphorism 2.13 as follows — "klesha-karma-vipaaka-anubhava-nirvartitaabhiH-tu vaasanaabhiH-anaadi-kaala-sammuur-chchhatamidam chittam vichitriikritam-iva sarvato matsyajaalam granthibhiH-ivaatatam-iti-etaa anekabhava-puurvikaa vaasanaaH" i.e., this mind, however, is, as it were, variously colored, all through = thoroughly on account of its being related from eternity by the residua of experience of afflictions, virtuous and vicious actions, and their fruition, as the fishing net is pervaded all over by knots. So, these residual potencies have been accumulated in the endless previous lives". In this regard it is further said that "ye sa.nskaaraaH smritihetavaH-taa vaasanaaH-taaH-cha-anaadikaaliinaa iti" i.e., potencies which are means for causing memories these are called as residua and these residual potencies exist since eternity".
Now the question arises - which type of potencies get manifested in different types of physical bodies received by the Soul as fruition? Whether all types of potencies get manifested in everybody = every life-state or potencies related to that particular body get manifested?
This question is replied to here. Seer Patanjali and Seer Vyaasa said that the Soul gets a body on the basis of the fruition of his actions, and in that body, potencies related to that life-state, lifetime, and experiences get manifested, and all other remaining potencies remain suppressed. For example, if the Soul gets the life-state of a human in the present on the basis of his accumulated un-fruited vehicle of actions in the previous lives, then the potencies generated/accumulated in the previous human life-states, lifetime, and experiences get manifested in the present life-state of the human body; and all other potencies generated/accumulated in the life-states of other than human body remain suppressed in the mind. If this does not happen, then there will be a mixture of memories and potencies in front of the Soul, in each life-state, and he will not be capable of experiencing the present life-state, lifetime, and life experiences. It means that in the life-state of the human body, there is a manifestation of potencies and memories related to the human body, its lifetime, and experiences in the mind, and there is an effect of those potencies on the modifications of the mind (or said to be of Soul) in the present life-state.
Similarly, in the life-state of an animal, say for example getting the life-state of a dog, then in the body of the dog, the potencies generated/accumulated in the previous life-state of the dog and its lifetime and experience get manifested, and the potencies of all other life-states remained suppressed. So, on account of the manifestation of those related potencies, all the acts of Soul, in the present body of a dog, are according to and affected by those potencies only; as acts of barking at other dogs, growling, sucking of bones, killing and eating animals like rats and cats, etc., eating a different type of feces, remaining faithful to his owner, and other such acts get executed in the natural way for which there is no need of any training. In the same way, it is to be understood for all types of life-states.
Now the question arises here on getting a particular life-state which type of potencies gets manifested? Whether all the potencies of acts and experiences of the previous life-state will get manifested, or normal potencies related to the execution of the present birth in the normal way, will get manifested?
The meaning of the first option is that on getting the present life-state = body, the manifestation of all the potencies and memories accumulated in the same type of previous life-states. But this does not happen practically in our present human body, i.e., none of us remember when and where I was born as a human being and what type of acts were performed by me in those life-states? When there is no such memory of the previous same type of one life-state, then it is impossible to have the memory of infinite life-states. In this regard, Seer Patanjali described the attainment of memory of the previous life-state by performing Sanyama over the residual potencies in aphorism 3.18. So, such a type of memory cannot be proved as a natural phenomenon.
In the case of the second option, there is a manifestation of normal potencies such as — the potency of weeping on getting hungry, the potency of satisfaction of thrust on having a feed from one's mother, the potency of weeping on having any type of pain, a potency of getting attachment towards the persons who are affectionate to us, etc. In the same way getting the life-state of an animal manifestation of potencies related to the food type of that physical body, normal life, and the potencies of saving one's life take place in the mind. And on the basis of those potencies, the Soul lives his normal life in that particular physical body of a bird or animal, eats grass/fruits, etc., or flesh of other living beings as per the nature of that body, puts efforts to save his life on having any type of threat on his life and try to save himself from becoming food of other animals. All this happens on the basis of experiences and their memories accumulated in the previous life-states of the same type of body.
As newly born children of turtles, born along the seashore, run toward the sea in order to save their lives from the other animals present there to eat them. Even after such efforts of running toward the sea, only 3-4 children are able to reach up to the seawater, and others become the food of those animals who were present there. The potency of running toward the sea gets manifested in the mind of newly born turtle babies on the basis of potencies accumulated by the Soul when he was in the body of the turtle in the previous births, otherwise, the newly born turtle baby cannot have the fear of death present in the form of other flesh-eating animals at that time, nor can put such type of efforts of running toward the sea. The same is to be understood in other types of life-states.
