Component Word : prasa.mkhyaane api akusiidasya sarvathaa vivekakhyaateH dharmameghaH samaadhiH.
Sutra in English : prasa.mkhyaane.apyakusiidasya sarvathaa vivekakhyaaterdharmameghaH samaadhiH.29.
Meaning in English : The yogi (akusiidasya) having no interest (api) even (prasa.nkhyaane) in the highest intellection and its attainments, achieves (sarvathaa) constant (viveka-khyaateH) discrimination and thereby (dharma-meghaH samaadhiH) attain trance named as Cloud-of-Virtue.
Ancient Seer Commentary in English : yadaa.aya.m braahmaNaH prasa.mkhyaane.apyakusiidastato.api na ki~nchitpraarthayate. tatraapi viraktasya sarvathaa vivekakhyaatireva bhavati iti sa.mskaarabiijakShayaannaasya pratyayaantaraaNyupadyante. tadaa.asya dharmamegho naama samaadhirbhavati.
Ancient seer Meaning in English : (yadaa) When (ayam) this (braahmaNaH) yogi, with the knowledge of Supreme Soul GOD, (akusiidaH) has no interest (api) even (prasa.nkhyaane) in the highest intellection and its attainments, and (na) does not (praarthayate) desire (ki~nchit) anything (tataH api) even from that (i.e., even the attainments of discriminative knowledge are not desired); so, the yogi (viraktasya) who is unattached (tatra api) even to its attainments, (bhavati) achieves (sarvathaa) in all ways = complete and constant (viveka-khyaatiH) discriminative knowledge (eva) alone. (iti) Therefore (sa.nskaara-biija-kShayaat) by the destruction of seeds of outward potencies, (pratyaya-antaraaNi) knowledge other than the discrimination (na) is not (upadyante) manifested (asya) in the mind of this yogi. (tadaa) Then (asya) this yogi (bhavati) attains (samaadhiH) trance (naama) known as (dharma-meghaH) Cloud-of-Virtue.
Vedic Commentary in English : When yogi put efforts for removal of outgoing residual potencies by adopting means for their removal, which get manifested in the intervals of the flow of discriminative knowledge, then the continuous flow of discriminative knowledge gets maintained, i.e., state of one-pointedness of discrimination in the mind of yogi get started. The meaning of discrimination is meant by the cognizance of discriminative knowledge of mind and Soul. It means that in this state yogi gets the distinctive knowledge of the inanimate mind and Matter, and the conscious Soul who is totally opposite from these; and the yogi, being introverted, is cognizing his conscious form. On achieving this state yogi is able to achieve two attainments on the basis of distinctive knowledge of Soul and mind - (1) lordship of all existing substances, and (2) real knowledge of all objects (Ref - Yoga 3.49). Seer Patanjali said that on achieving the highest intellection and becoming desireless towards its attainments, yogi achieves constant discrimination on the basis of which he attains Cloud-of-Virtue Trance.
The two attainments, as described in aphorism 3.49 above, are achieved in the state before constant discrimination, i.e., when outgoing residual potencies are getting destroyed, different knowledge does not appear during the flow of discriminative knowledge. But Seer Patanjali had considered these attainments as a hindrance for achieving salvation and, therefore had advised for desirelessness even towards these attainments in aphorism 3.50, since on achieving desire-less-ness from attainments, seeds of defects (which are afflictions alone) get destroyed. This state i.e., destruction of afflictions of nescience, etc. is clearly said as the result of Cloud-of-Virtue Trance in the next aphorism.
So, in order to have "constant discrimination" one has to even become desireless towards the attainments described in aphorism 3.49.
Some of the commentators have considered Cloud-of-Virtue Trance as Ultra-cognitive Trance. But this conception is against the internal testimony of this scripture. In the commentary to aphorism 1.2 Seer Vyaasa said — "The real power of consciousness i.e., the Soul remained unchanged from the Matter's qualities i.e., Illumination, Activity, Inertia, and/or qualities of objects made of nature, does not go from object to object, or not get mixed with the mind or its qualities, the objects are shown to him by the Mind, is pure in his form, and infinite = endless, he i.e., has no end; in other words, he is never born and nor die. And from this real power of consciousness = Soul, the phenomenon of knowledge of distinct nature of the above two (= i.e., mind and Soul), which is present in the Illuminative Quality of mind and primarily affected by it, is opposite thereof. So, the mind is freed from attachment to that, i.e., distinctive knowledge of two to restrains even the above form of distinctive knowledge. In that state, the mind is possessed with residual potencies = impressions of actions only. That is the seedless trance". Hence the state of "constant discrimination" is the superior illuminative state of mind only, but it is not a state of mind where residual potencies only remain (Ref - Yoga 1.18). The meaning of "constant discrimination" is that no knowledge get manifested in the mind of yogi other than the discriminative knowledge. Up-till knowledge other than the discriminative knowledge appears, on account of outgoing residual potencies of worldly affairs, in the mind, till then the state of "constant discrimination" cannot be achieved. When a yogi achieves the state of "constant discrimination", then the trance achieved in such a state is called as Cloud-of-Virtue Trance. By the continuation of the flow of discriminative knowledge, though which is the superior specific Illumination state of mind, yet is opposite and inferior to the conscious Soul and hence is avoidable, this Cloud-of-Virtue trance is the highest state of Egoism Cognitive Trance only.
In the next aphorism, Seer Patanjali prescribed the removal of afflictions and acts by the Cloud-of-Virtue Trance. It means that until the attainment of Cloud-of-Virtue Trance afflictions and acts have not ceased, and their existence remains in the mind. In the same way in aphorism 4.31 it has been said that - "for the yogi, who is free from all the impurities which cover the pure form of the mind, the knowable objects = subjects remain very little on account of knowledge becoming excessive". In this state existence of knowable objects by the perception modification of the mind, proves that this is not the state of restraint of all modifications. So, Cloud-of-Virtue Trance gets proven as Cognitive Trance only.
Here devotee has to understand the "state where residual potencies only remain" which is said as the state of seedless trance. In this regard, Seer Patanjali had said - "viraamaprayayaa-bhyaasapuurvaH sa.nskaarasheSho.anyaH" (Yoga 1.18) i.e., by the constant practice of Supreme Desirelessness, which is the cause of restraint of all mental modifications and where the residual potencies only remain, Ultra-Cognitive Trance is achieved. In the commentary to this aphorism, Seer Vyaasa wrote - " the Ultra-Cognitive Trance is that state of restrained mind, in which all its modifications restrained and their impressions = residual potencies only remain".
On the other hand, in the state of "constant discrimination", all modifications of the mind do not get restrained but the flow of discriminative knowledge continues without obstruction. In the same way, the restraint modification of mind is explained in aphorism 3.9, readers are advised to see the explanation in that aphorism.
So, by having the continuous flow of discriminative knowledge in the mind, Cloud-of-Virtue Trance, not being a state of restraint of all modifications, is known as Cognitive Trance.
